5 The Conundrum…You cannot just leave your detainees in their cell during a fire.You cannot just open the doors, you must follow procedures.You cannot send a guard into an untenable cell.The only course of action is to make the cell tenable during a fire, so that the detainee can remain in the cell until staff are prepared to rescue the detainees.
6 What is a Tenable Environment? Typical figures set for prison tenability are:Maximum carbon monoxide (CO) concentration of 1,500 ppmMaximum carbon dioxide (CO2) concentration of 5%Oxygen (O2) concentration to stay above 14 %Maximum temperature 80°CThese concentrations are limiting values that are immediately dangerous-to life or health and represent currently accepted values for these gases for exposures of a number of minutes, usually 30 minutes*.*The typical time for guards to be ready to effect the rescue is 15 minutes.
