4 Fires in prisons are difficult Most fires are deliberately caused by detainees Detainees cannot escape from the fire The prison cell in a small confined space Most fires are set in a position which is difficult to attack (i.e. shielded fires, for example on the bottom bunk beds) Often, the detainees are agitated or violent Fires and prisoner injuries or deaths are widely reported

5 The Conundrum… You cannot just leave your detainees in their cell during a fire. You cannot just open the doors, you must follow procedures. You cannot send a guard into an untenable cell. The only course of action is to make the cell tenable during a fire, so that the detainee can remain in the cell until staff are prepared to rescue the detainees.

6 What is a Tenable Environment? Typical figures set for prison tenability are:  Maximum carbon monoxide (CO) concentration of 1,500 ppm  Maximum carbon dioxide (CO2) concentration of 5%  Oxygen (O2) concentration to stay above 14 %  Maximum temperature 80°C These concentrations are limiting values that are immediately dangerous-to life or health and represent currently accepted values for these gases for exposures of a number of minutes, usually 30 minutes*. *The typical time for guards to be ready to effect the rescue is 15 minutes.

12 Smaller is Better! Smaller tubes compared to traditional sprinklers, means smaller holes need to be drilled in walls. Smaller tubes compared to traditional sprinklers, means less weight of the system. Smaller water usage (typical 10 – 30% of traditional sprinklers) means smaller water storage tanks.
