Man dies after cops use pepper spray to halt him ACLU links deaths to use of "OC" The ACLU has pointed out that pepper spray is another common element in custody deaths, though only one death has ever been directly attributed to it. Since pepper spray was introduced into the police arsenal in the early 1990s,its use has been surrounded with controversy, particularly over the circumstances in which it can be potentially lethal.
