3 WHO AM I? “Copyright and Licensing Librarian” Based in Scholarly Communication and Licensing Unit Outreach and consultation on Copyright and IP to all University affiliates Assist in Licensing and ERM initiatives Liaison to Course Management System administration & support (Moodle) Consult frequently with faculty & student authors regarding author agreements and proper use of copyrighted material

6 The Dual Nature of my Role One half: Key consultant on the limits of Copyright law One half: Champion of Fair Use and Open Access My work leads me to where the rubber hits the road – the point where authors negotiate with publishers Continuing challenge: convincing scholars that the virtue of Open Access publishing should outweigh their need to submit to the highest impact journal in their field

20 OBSERVATIONS FROM THE GROUND LEVEL Campus social movements come from students – not faculty Adoption of Open Access is progressing at discipline-specific speeds Humanities are generally behind the curve in relation to certain hard sciences – we have leveraged their experiences to spur progress UCLA has more OA journals in the Humanities than in the hard sciences

21 INDIVIDUAL CHOICES Often consult with me when it’s too late for Open Access to be a viable choice Education and outreach helps, but it’s difficult to impart this message at the key moment. Example: ACRL speaker agreement I had to sign

24 INSTITUTIONAL CHOICES Of course, tenure committees endorsements of Open Access publication as a virtue is vital (and UCLA is not leading the way, yet) Advances in article-level metrics part of the answer? UCLA Library is considering a fund for Open Access fees, like the Berkeley model UCLA Library already committing substantial human resources to pave to Open Access road
