Feasibility study for the establishment of transportation links between RIC and JIC to facilitate the fast and efficient commuting of employees working in RIC and resident in JIC Prepare recommendations for rail, road, marine and all combinations of the above and identify the strengths and weakness of each option High level planning study between JIC and RIC rather than engineering design or investment plan – no transport modelling Study Constraints Based on premise that no new community can be sited near to RIC RIC employee forecasts and profile have been obtained from current Masterplan – no further validation undertaken

Risk of other unknown developments reducing available capacity on freeway for RIC employees Serious risk of disruption to industries caused by accidents on the RIC freeway Serious risk to workforce -ratio of injuries per accident in Saudi is 6 times international average and severity of accidents in Saudi is very high

Strategy A – Highway Based: solely based on highway transport (private cars and coaches) - minimum expenditure Strategy B- Multi-Modal: incorporates a high level of investment in multiple public transport modes Strategy C- Rail focus: considers the only PT investment should be in high speed rail infrastructure and services Strategy D – ‘No Rail’: a multi modal strategy which includes coach and marine services but no rail elements
