5 CPA CR-491 Corridor Overlay Plan Purpose: Implement the CR-491 Corridor Planning Study by amending the Citrus County Comprehensive Plan Promote economic vitality Facilitate development of higher paying jobs Establish a focused development area Develop land use policy and an overlay plan Department of Planning and Development Geographic Resources and Community Planning Division

6 CPA CR-491 Corridor Overlay Plan Land Use Policy Implemented by adoption of proposed Goal 17 C in the Future Land Use Element Goal 17 C includes 12 objectives and 54 policies covering five categories of development: Land Use and Urban Design Transportation Utilities and Infrastructure Economic Development, and Natural Environment, Historical, and Archeological Sites

29 CPA CR-491 Corridor Overlay Plan Department of Planning and Development Geographic Resources and Community Planning Division Development Review process will depend on the following: Property is located within the Fixed Corridor, or Property is in the Overlay Plan and outside Fixed Corridor Development will be based on underlying Overlay Tier Level of Review will be determined based on the Land Use District selected for development Implementation of the Overlay Plan

30 CPA CR-491 Corridor Overlay Plan Department of Planning and Development Geographic Resources and Community Planning Division Development Orders will not require a Comprehensive Plan and/or Atlas Amendment to develop at a density or intensity greater than allowed in the related land use districts. Development will be based on underlying Overlay Tier Level of Review will be determined based on the Land Use District selected for development Implementation of the Overlay Plan for lands within the Fixed Corridor
