7 Commission on Teacher Credentialing Inspire, Educate, and Protect the Students of California Basic Skills Requirement If BSR not met at time of application:   Issue 5-year preliminary credential and hold to complete BSR one year from issue date EXAMPLE: Preliminary Multiple Subject Teaching Credential, issued June 3, 2012:   Individual has until July 1, 2013 to satisfy BSR or credential no longer valid for employment

9 Commission on Teacher Credentialing Inspire, Educate, and Protect the Students of California Subject Matter Competence Single Subject Met with the following:   OOS credential in comparable area   32 semester units in subject area requested (for individuals with non-comparable credentials) OR Must verify subject matter competence for clear credential by:   Passing appropriate CSET in subject area   Obtaining subject matter letter from approved California college or university

14 Commission on Teacher Credentialing Inspire, Educate, and Protect the Students of California Education Specialist “Comparable Program”   24 semester units in special education coursework with at least 12 semester units, including student teaching, in the specialty area requested or   Student teaching in specialty area or   Two years of teaching experience in requested specialty area

20 Commission on Teacher Credentialing Inspire, Educate, and Protect the Students of California Teaching Experience Acceptable experience:   Grades preschool or K-12   Elementary, secondary, special education or combination   More than one subject area   Non-traditional setting such as continuation or community day class   Earned prior to issuance of OOS credential

21 Commission on Teacher Credentialing Inspire, Educate, and Protect the Students of California Teaching Experience Unacceptable experience:   Part-time (less than 4 hours a day)   Vocational and adult education   Day-to-day substitute teaching   Within California   Outside the U.S.

22 Commission on Teacher Credentialing Inspire, Educate, and Protect the Students of California Teaching Experience Verification Letters Letters must:   Be original and on official letterhead of OOS employer   List the dates of employment   Indicate that teaching experience was full- time   Be signed by a personnel officer for the OOS employer

23 Commission on Teacher Credentialing Inspire, Educate, and Protect the Students of California Performance Evaluations   Two “end of the year” performance evaluations from separate years of verified OOS teaching experience   Ratings must be ‘satisfactory’ or better   Photocopies are acceptable

27 Commission on Teacher Credentialing Inspire, Educate, and Protect the Students of California English Learner Authorization Based On OOS English Learner Authorization OOS credential with full English language development authorization:   Apply for separate Clear CLAD Certificate or English Learner Authorization OR   Add English Learner authorization to valid preliminary or clear credential

28 Commission on Teacher Credentialing Inspire, Educate, and Protect the Students of California Clear Credential Option The Commission may issue a clear credential instead of a preliminary if the applicant meets all the requirements for both at the time of application.

30 Commission on Teacher Credentialing Inspire, Educate, and Protect the Students of California Renewal Codes for OOS Prepared Education Specialist   RC = BSR within one year of issue date   RSG = Generic program, needs Level I or preliminary program   RSN = Level II or clear program   RS2 = Master Degree/equivalent or 150 hours of activities under CSTP   REL = English Learner authorization

31 Commission on Teacher Credentialing Inspire, Educate, and Protect the Students of California OOS Education Specialist Previous Generic Renewal Codes Needs Level I/preliminary program and:   RG3 = (3 years oos exp) BTSA or transition to new experience route   RG5 = (5 years oos experience) 150 clock hours under CSTP   R19J = General education, Level II, and two years experience   R19H = Level II and two years experience

32 Commission on Teacher Credentialing Inspire, Educate, and Protect the Students of California National Board Certification OOS prepared teachers are issued clear credentials on initial application with:*   National Board Certificate   Application form, fees, and fingerprints * Single Subject Science and Education Specialist credentials must submit transcripts and copy of OOS credential so CTC can determine subject/specialty area

33 Commission on Teacher Credentialing Inspire, Educate, and Protect the Students of California SB 1209 Transition Policy Less Than Two Years OOS Experience   Application form and fee   Multiple/Single Subject = Commission- approved induction program   Education Specialist = Commission-approved Level II program AND   California English learner authorization Ed Spec issued on basis of generic program will also need to complete a Commission-approved Level I program

34 Commission on Teacher Credentialing Inspire, Educate, and Protect the Students of California SB 1209 Transition Policy Two+ Years OOS Experience   Application form and fee   May need letter verifying 2+ years OOS full- time teaching experience and two performance evaluations   Master’s degree or 150 clock hours under the CSTP   California English learner authorization Ed Spec issued on basis of generic program will also need to complete a Commission-approved Level I program

35 Commission on Teacher Credentialing Inspire, Educate, and Protect the Students of California Multiple Subject or Single Subject Prepared Outside U.S. Preliminary Minimum Requirements:   Foreign transcript evaluation verifying:   Bachelor’s degree from university deemed equivalent to regionally accredited U.S. institution   Teacher preparation program including student teaching   Fingerprint clearance

36 Commission on Teacher Credentialing Inspire, Educate, and Protect the Students of California Qualifying for Single Subject Teaching Credential for Outside U.S. Prepared Teachers   A degree major or 24 upper division semester units in subject (will need to verify subject-matter competence for clear)   Pass subject-matter examinations   Obtain a letter from a California college or university with a Commission-approved subject matter program

42 Commission on Teacher Credentialing Inspire, Educate, and Protect the Students of California Education Specialist Credential Proposed Regulations   Requirements discussed today for out-of-state and out-of-country teachers added to Title 5   Major changes when approved:   Special education teaching experience will be required to qualify via the experience route   Experience route will lead to “clear” credential   Individuals with generic programs must choose between Mild/Moderate, Moderate/ Severe Disabilities, and Early Childhood Special Education   Watch for Coded Correspondence
