The Cohesion and Development Policies Department of the Ministry of Economic Development (Managing Authority) has committed to “estimate” the contribution to CO2 reduction that additional resources (namely ERDF) aimed to the territorial re-equilibrium (rebalancing) 2. The contribution of the Italian NSF to the reduction of GHG emissions must be seen and analyzed within the context of the measures of national ordinary policy, which have the responsibility to fulfill commitments undertaken by Italy within the European framework and the Kyoto Protocol. 3. The implementation of the regional policy measures may offer an important contribution nevertheless, must not and cannot replace ordinary policy. OPEN DAYS – Workshop CO2 assessment

NSF for energy savings and renewable energies measures: - 8% of ERDF Convergence Obj. Regions -12% of ERDF in Regional Competitiveness & Employment Obj. - 3% of total resources for the Mezzogiorno (European and National Underused Areas Fund – FAS) are attributed to a specific Interregional Operational Programme (POI) on renewable energies and energy savings billion Euro (European funds and national co-financing). - one of the highest shares in Europe, a remarkable increase compared to (800 mil Euro) 5. Methodology issues: -consistency with the GHG estimates for KP and EU differential effect of additional resources devoted to dvpt. -ordinary and additional policies, various decision-making levels, synergies and overlaps, exogenous factors. A preliminary estimate: DPS-MSE + ENEA. It refers to: -renewable energies and energy savings, - ERDF -Convergence objective (Sic,Cal,Cam,Pug). -It has been sent to DG Regio in August Extension of the analysis is ongoing: -first of all to the estimate for the transport sector (networks and mobility) and the waste sector, still referring to the Convergence Objective area; -once the methodology will have been adopted, estimate to be extended to all Italian Regions (results expected in spring 2009); -ideally extended to all programming (including FAS, the National Under-used Areas Fund). The evaluation methodology, whatever top-down or bottom-up, -must avoid the possible risks of “double counting”, -consider the potential overlap of the effects by measures aiming to reduce GHG effects at European, National and Regional levels, -should be based on outlook scenarios for energy consumption and greenhouse emissions polluters, -in relation to the availability of relevant data, the evaluation needs to take into account retroaction effects on production structure. The EA point of view (1) 9. Methodological aspects are particularly delicate, among others: a) the level of definition of the projects; b) the shifting of planning contents due to economy and time; c) cohesion policy funds intervene in a non-neutral planning national framework; they do not necessarily help simplification; d) national schemes of planning are not always clear: planning authorities and administrative levels; consensus and participation. Asking for the carbon-neutrality of programs by the European Commission, or better by the European Union altogether (Institutions and Member Countries), may help once again to promote an innovative approach in all territories, as it has been the case in the past with many environmental policies and instruments, like CBA for large projects, EIA for projects, SEA for plans and programmes. 11. The role of Environmental Authorities for cohesion policy has a less clear recognition in the new cycle , both at European level (regulations) and at national level (NSF, OPs). Managing Authorities risk to be left alone with this kind of challenging and strategic exercise, in spite of all the appreciated efforts made. OPEN DAYS – Workshop CO2 assessment
