2  Preparation – January 2011 to June 2012 (18 months)  Negotiations – July 2012 (19 months)  Board Approval - September 2012 (21 months)  Loan Signing – February 2013 (26 months)  Effectiveness – May 2013 (29 months)  Implementation Support (From May 2013 to 2018) What does this mean?  Project took far longer than average for Board approval and effectiveness  Project disbursements are already behind estimates in PAD at Board approval  Senior management is following implementation progress carefully

3  The Project Development Objective (PDO) is to: Demonstrate more effective watershed management through greater integration of programs related to rainfed agriculture, innovative and science based approaches, and strengthened institutions and capacities. Importance?  At closure, Bank will gauge project success against the PDO using higher level and several intermediate level indicators  We need to ensure good M&E system is in place to deliver information on these indicators on a regular basis

4  Indicator One: New science based approaches and tools adopted into wider watershed operations (innovation)  Indicator Two: Improved M&E capability in WDD (strengthened institutions)  Indicator Three: Incremental change in agric/horticulture productivity in project areas for selected crops (watershed management)  Indicator Four: Percentage of micro-watersheds with improved convergence and integration (integration)

5  Mandatory Bank process to review progress and support implementation  Minimum of every six months, more with problem projects  Client prepares status report ahead of mission  During mission:  Progress reviewed overall + progress in each component  FM and procurement  Disbursements and projections  Key issues and actions agreed on  Share ideas for improvement  Wrap up with client Importance?  Team must process an aide memoire, management letter (for client) and ISR (for Bank) two weeks after mission  Bank management carefully review the internal ISRs  Expect candor and well defined actions  Expect ratings to reflect disbursement patterns

7  Karnataka held in high regard for watershed management  Build on work to date with implementation  Focus on procurement and getting the key partners on board - CRITICAL  Start moving with M&E as per Results Framework in PAD  Remember that projects bring flexibility in addressing PDO and implementation issues  Communication is key – Bank is there to provide support and ideas
