Macewan, J., & Rolstad, K. (2006). How language proficiency test mislead us about ability: Implications for English language learner placement in special education. Teachers College Record, 108(11), 2304-2328. This study was conducted to determine if language tests that assess students’ native language, are a valid tool in the referral of ELLs to special education. The researchers argue that poorly designed language tests contribute to disproportionate representation of ELLs in special education. This study focused on an urban district in Arizona where the state requires students to take both a native oral language and English proficiency test in order to determine both English ability and language development in general. The study’s focus question was if common native language tests used to identify ELLs limited ability in their language are indeed accurate measures of these children’s language ability.
