3 NATIONAL INNOVATION INFRASTRUCTURE 3 Innovative infrastructure have to provide cooperation of research institutions and businesses to implement high-tech projects: Educational institutes Development programs of the leading classical universities (Moscow State University and St. Petersburg State University) Selected universities (9 federal and 29 national research universities) receiving additional government support Establishment of national research centers are ( example: Kurchatov Institute) Skolkovo Unprecedented tax benefit, VAT exemption, no social payments etc Favorable administrative regime Skolkovo University of Technology in cooperation with MIT Innovation Zones 4 IZ in Russia: in Moscow region (Dubna), Moscow (Zelenograd), in the cities of St. Petersburg and Tomsk. IZ are provided by necessary transport, engineering and social infrastructure.
