2First Call for Outline Proposals What is the Polish Industry Incentive Scheme?To advise the Director General of ESA in the implementation of the transitional measures referred to in Article 6.1 of the Accession Agreement, i.e.ARTICLE 6The following transitional measures shall apply during a transition period starting on the date of accession and ending on 31 December 2017:1. An amount representing 45 % of Poland's overall contribution to the Agency's mandatory activities until the end of the transition period, shall be used by the Agency, in accordance with the Agency’s rules and procedures, to finance activities aimed at adapting Poland's industry, operators, scientific community and other actors to the Agency’s requirements, in particular within the mandatory activities.

4First Call for Outline Proposals Types of proposals that could be submittedThe subject of the present AO was exclusively for:Flight Hardware activities with preference for those related to satellite platform technologies and sensors or to generic technologies with potential for re-use (the start TRL shall be at least 3 and the target TRL shall be at least 5);Up to €1.000KResearch and development activities (including technology demonstrations, industrial processes and their qualification/certification) leading to products (hardware or software) or to generic technologies with potential for re-use (the start TRL shall be at least 2 and the target TRL 5 or below);Up to €200KPreparatory activities (e.g. feasibility studies, technology assessments, user requirements or market surveys) and ESA mission related services to support national competitiveness in ESA programmes (optional and mandatory) to which Poland subscribes;Up to €100KSpace-based applications, products and services making use of space infrastructure that is already existing or scheduled for operation in the near term, (the start TRL shall be at least 2).

10First Call for Outline Proposals Presentation of the results The Call:73 valid proposals were received.74 ESA experts involved31 proposals recommended for implementation for a total of €5,335KConclusions:Very good response from this First Call.Since November 2012 the number of Polish entities (companies and institutes) registered in ESA’s website for contracts and Invitations-To-Tender has doubled to 140.In general better quality proposals from Industry than from Institutions.
