2 First Call for Outline Proposals
What is the Polish Industry Incentive Scheme? To advise the Director General of ESA in the implementation of the transitional measures referred to in Article 6.1 of the Accession Agreement, i.e. ARTICLE 6 The following transitional measures shall apply during a transition period starting on the date of accession and ending on 31 December 2017: 1. An amount representing 45 % of Poland's overall contribution to the Agency's mandatory activities until the end of the transition period, shall be used by the Agency, in accordance with the Agency’s rules and procedures, to finance activities aimed at adapting Poland's industry, operators, scientific community and other actors to the Agency’s requirements, in particular within the mandatory activities.

Approach of the Polish Industry Incentive Scheme Contracts Bottom-Up Approach - Placing of contracts through competitive Calls for Outline Proposals using standard ESA rules and procedures (and tools e.g EMITS) Technical Review by ESA Programmatic assessment by a joint Poland ESA Task Force Top-Down Approach - Ad-hoc activities to be identified especially in coordination with other ESA Programmes. Transparency of the competitive process is crucial. Training Activities Courses in Poland regarding ESA procurement, ESA standards and other issues of interest. Workshops Organise industry workshops to increase knowledge and confidence as well as start an industrial dialogue.

Types of proposals that could be submitted The subject of the present AO was exclusively for: Flight Hardware activities with preference for those related to satellite platform technologies and sensors or to generic technologies with potential for re-use (the start TRL shall be at least 3 and the target TRL shall be at least 5); Up to €1.000K Research and development activities (including technology demonstrations, industrial processes and their qualification/certification) leading to products (hardware or software) or to generic technologies with potential for re-use (the start TRL shall be at least 2 and the target TRL 5 or below); Up to €200K Preparatory activities (e.g. feasibility studies, technology assessments, user requirements or market surveys) and ESA mission related services to support national competitiveness in ESA programmes (optional and mandatory) to which Poland subscribes; Up to €100K Space-based applications, products and services making use of space infrastructure that is already existing or scheduled for operation in the near term, (the start TRL shall be at least 2).

Information on the outcome of the Call to Bidders: All Bidders were informed of the outcome of this Call Negative outcomes: All Bidders may request a debriefing (oral) on why their proposal was not retained. Oral debriefing (around minutes) is preferred to be able to go into details Positive outcomes: Negotiation of a contract on the basis of the Outline Proposal or Request for an updated or full proposal. The Call: 73 valid proposals were received. 74 ESA experts involved 31 proposals recommended for implementation for a total of €5,335K Conclusions: Very good response from this First Call. Since November 2012 the number of Polish entities (companies and institutes) registered in ESA’s website for contracts and Invitations-To-Tender has doubled to 140. In general better quality proposals from Industry than from Institutions.

Prime Slaskie Centrum Naukowo Subs TAS (F) Activity Type a) Flight hardware Duration (months) 24 The proposed activity is in support of the industrialization of the Carbon Fiber Reinforced Polymer (CFRP) substrate manufacturing and testing for spacecraft structures, with the aim of demonstrating a full manufacturing and testing cycle on samples and full scale demonstrator level. Application Target: Generic Target of Proposal: Hardware. Qualification of the manufacturing process and of the supplier.

This tool is planned to provide extended analysis capability. It should assure enhanced productivity in SBAS data processing through CPF non regression analysis and long term data analysis. The tool is not a stand-alone tool but will be a module of a set of analysis tools. Application Target: Navigation Target of proposal: Software Title DRW/JP/3533/13 – GNSS based livestock transport monitoring system Prime Hertz Systems Subs --- Activity Type d) Application, product or service development Duration (months) 17 To develop the prototype of a monitoring system consisting of on-board (processing) unit and GNSS / sensor information (door, temperature, etc.) to monitor the transport and environmental conditions of livestock. The SW Rx will be implemented on a general purpose microprocessor board. The only specific hardware to be used are the RF front-end and the antenna. In this way, the SW Rx will offer significant benefits w.r.t. exiting hardware solutions, in terms of flexibility, in-flight re-programmability and integration within the on-board computer (OBC). The proposal was submitted as an activity type a) Flight hardware but is to be re-focused as a R&D activity. Application Target: Generic and Navigation Target of Proposal: Hardware

The proposal was submitted as an activity type a) Flight hardware but is to be re-focused as a preparatory activity. Application Target: Generic Target of Proposal: Hardware Title Preparatory activity for Application of space-based products and services for agriculture for specific national, regional and local needs - ASAP Prime PTWP - National Supporter of Economic Growthr Subs IGiK - Institute of Geodesy and Cartography + Danko Plant Breeders Activity Type c) Preparatory activity Duration (months) 24 The objective of this activity is to carry out preparatory work by consolidating requirements and specifications arising from the specific user community. The target would be to create multi-level information service based on Earth Observation (EO) data, capable to generate in an operational way a set of products useful for appropriate agricultural applications, which could increase the crop yield. The proposal was submitted as an activity type d) Application, product or service development but is to be re-focused as a preparatory activity. Proposals recommended for implementation Title Preparatory activity for MISAC ”Mixed-Signal ASIC controller for DC/DC power converters” Prime Astri Polska Subs Space Research Centre PAS + Lodz University of Technology + Radiotechnika + Astrium SAT (F) Activity Type c) Preparatory activity Duration (months) 30 The objective is to develop a radiation-hard mixed-signal ASIC to reduce the manufacturing cost of the DC-DC converters. This is a key component for advanced DC/DC converters, i.e. a PWM ASIC. Such a component embeds digital functions and analog ones. The proposal was submitted as an activity type a) Flight hardware but is to be re-focused as a preparatory activity. Application Target: Generic Target of Proposal: Hardware Title Preparatory activity for White Rabbit PTPv2 - based synchronous timing, event and frequency distribution system (WR_SYNTEF) Prime Creotech Instruments Subs Activity Type c) Preparatory activity Duration (months) 24 The objective of the activity is to analyse currently used synchronous timing and frequency distribution systems used in Space and assess the performance and cost impact of White Rabbit PTPv2 and identify its pertinence in Space applications.
