16 Our Collaborative Partner reflects on this impact MMEP has been extremely instrumental in guiding the REEEN work and Action Plan in the Mille Lacs Community. Isle and Onamia superintendents are ready and looking forward to the school board training; with many new school board members being added into the mix. In rural communities change in school leadership and teachers is a constant. Turnover has impacted our timeline both in the K12 and via Central Lakes College. This is part of the problem which IS part of the opportunity gap issue- poor, rural, communities with a large number of students of color do not have consistency in relationship. All three schools in the Mille Lacs community and in Brainerd have brand new superintendents and all have new principals. And all partners do want to continue to move forward. Resources are needed; including dedicated staff to maintain the momentum of the plan, but the work of MMEP’s staff to get this off the ground was critical and historic. 35 MMEP’s Vision We envision a just society in which an equitable educational ecosystem ensures all students achieve their full potential. Achieving this vision would mean that race is no longer a predictor of educational success.

36 MMEP’s Mission Minnesota Minority Education Partnership uses a race equity lens to transform educational institutions, organizations, and leaders to ensure that students of color and American Indian students achieve full academic and leadership success.

37 Defining Race Equity Race Equity is a condition. It means that those most affected by inequities have the space to build power and lead through collective action. Equity is raising the achievement of all students while eliminating the racial predictability and disproportionality of which student groups occupy the highest and lowest achievement.

39 Goal 1: Minnesota school systems are culturally responsive in their policies and approaches to education. MMEP will develop a locally and nationally -recognized school board training model that incorporates leadership development around race equity policies, cultural responsiveness, and racial realities and schooling. MMEP will partner with model principal and administrative academies that train and support education leaders to lead with a race equity lens.

40 Goal 2: Minnesota school climates foster positive student engagement to eliminate discipline gaps by race and support students of color and American Indian students for academic and leadership success. MMEP will train school districts to implement model discipline codes. MMEP will advise on the implementation of specific academic empowerment center (AEC) models, such as the office of black male achievement.

41 Goal 3: Minnesota educators reflect student demographics. MMEP will lead a new collaborative of education groups, teacher education schools, and advocacy organizations from communities of color to develop and advocate for state policy and a funding framework tied to a race equity accountability system, in order to increase teachers of color in Minnesota.

42 Goal 4: Minnesota schools utilize heritage and home language to support academic excellence for English language learners and the multilingualism of all students. MMEP will work with English language learner departments statewide to implement research-based promising practices to better serve students and families.

43 Goal 5: Minnesota institutions of higher education will support student achievement by providing greater access and equity to students of color and American Indian students. With a focus on financial aid equity and students of color and American Indian students. MMEP will partner with other college access groups to lead campaigns for improved higher education outcomes in Minnesota (ex. dual credit enrollment, financial aid, remedial course campaigns) MMEP will train college access groups to deliver financial literacy and financial aid options to distinct groups of parents/guardians.
