2 ENG-WONG, TAUB TRAFFIC ASSESSMENT REPORT It is important to note that the results of this “pre-conceptual” analysis are based on …. Preliminary assumptions and would likely change based on changes in background regional traffic volumes associated with revisions to the NJDOT Penns Neck model (i.e., with the Vaughn Drive Connector included as a stand-alone improvement without any of the US-1 upgradws previously identified in the Penns Neck EIS). Principal objectives –Confirm findings of my initial “sketch” analysis (3/31/08) –More specific traffic data to guide sizing and layout of streets and intersections

No-Build Levels of Service LOS A-D LOS E LOS F

No-Build Assessment This analysis indicates that at each of the three signalized intersections in the Study Area, traffic volumes will exceed capacity even with no further development action within the redevelopment area and if no further mitigation is applied. In considering alternatives for the Route 571 improvement, the Township clearly articulated its objective to limit roadway widening, even if congestion were to result. The findings of this analysis are consistent with that position. - 3/31/08 memo re. Hillier - 9/08/08 memo re. InterCap

Build Levels of Service Improvements Assumed LOS A-D LOS E LOS F

6 On-Site Traffic Volumes Highest hourly 2-directional volume

9 Traffic Access: (2) Old Bear Brook Road and on-site linkage

10 Traffic Access: (3) Further improvements needed at Alexander / Vaughn

11 Traffic Access: (4) 4 lanes needed on Vaughn Drive: Remove Parking

12 Traffic Access: (5) Eliminate grade separations, 2 at-grade intersections

13 Traffic Access: (6) Extend Vaughn Drive or Road B to Sarnoff Connector (Vaughn Drive preferable)

14 Traffic Access: (7) NJDOT evaluating implications of changing Penns Neck EIS Record of Decision plan

15 West Side Circulation: (8) Core Area: More detail needed, accomodation for drop-offs / pickups, BRT, etc.

16 West Side Circulation: (9) Core Area: A plan can be worked out

17 West Side Circulation: (10) Core Area: Additional pedestrian tunnel

18 West Side Circulation: (11) “X” arrangement for primary streets Primary intersection at crossing

19 West Side Circulation: (12) Seek appropriate volume and mix on Road B in town center

20 West Side Circulation: (13) Reexamine use of Vaughn Drive and BRT line

21 East Side Circulation: (14) Expand drop-off / pick-up area

22 Main Street (Route 571) Area: (15) Consistency with adopted concept

26 Parking: (19) BRT impact on parking demand space reduction in demand (20) Accounting for shared parking in new non- commuter space calculations (21) Garage layouts, sizes, access, general arrangement

27 Pedestrians and Bicycles: (23) Pedestrian plan and links to Township System

28 Pedestrians and Bicycles: (24) Pedestrian bridge at Route 571 / Amtrack

29 Pedestrians and Bicycles: (25) Add pedestrian links, fill gaps

30 Finance: (25) Infrastructure financing not analyzed by me (26) Basis of initial cost estimate not presented (27) Cost reductions being investigated - Eliminate grade separations - Effect on Penns Neck EIS being evaluated - Added cost items probable (28) Vaughn Drive on Township Roadway Assessment program (29) State funding implies need for flexibility in layout, phasing, financing
