Exhibit A and B Duane Fournier Utilities Regulation Engineer Safety and Engineering Section firstname.lastname@example.org (515) 242-5191
Exhibit A All Exhibit A must include: – Description of the Route – Name of the County Usually included in title text – Maximum and Nominal Voltage Also usually found in title text – Beginning and Ending Points May or may not be the termini – Termini Located in Other Counties New and Amended petitions must list all counties involved in the project
Exhibit A The Route Description must provide: – Right-of-way type and length for each line segment Preferred method provides a ROW and length for each segment of line – e.g. …along One Road in the public ROW for a distance of 1.2 miles… Statement in header that the line is entirely on public ROW is acceptable if accurate. “Unless otherwise noted” may also be used but is problematic. – This is not recommended in most cases.
Exhibit A The Route Description must provide: – Section, Township and Range Must designate all sections traversed by the line – Section designations include township and range information Section T&R listing may refer to previous T&R if remains the same for multiple Sections – e.g. in Section 32, said township and range – Detail to 1/16 Section sufficient in most cases Corner or side of ¼ of ¼ Section Quarter Section in conjunction with Road margins
Exhibit A Common Problems – Missing ROW type Public, private or railroad – Termini in other counties not provided Termini may not be the same as the end point – Total line length does not equal sum of segments Total length not required on Exhibit A
Exhibit B All Exhibit B must include: – Starting and ending points – Show which side of a road or railroad the route is on – Name and location of all roads shown – County name(s) If ends at or near a county boundary must include both county names – County and section boundaries – Section numbers – Township and range numbers – Township and range boundaries
Exhibit B All Exhibit B must include: – Name and corporate limits of cities in map area – Location and names of major streams, bodies of water, and natural or man made pertinent features – Name and location of railroads – Nominal voltage and ownership of all underbuild and other circuits on the route Locations must be shown on the map
Exhibit B Exhibit B for New or Amended Petitions also require: – All electric lines within 6/10 mile Define if overhead or underground Provide nominal voltage and ownership name and address – Usually provided in legend or key Locations must be shown on map All lines to be removed or relocated shall be designated
Exhibit B Exhibit B for New or Amended Petitions also require: – Location of pipelines (not water) within 6/10 mile Provide ownership name and address Location must be shown on map – Name and boundaries of public lands, parks, recreation areas, preserves and wildlife refuges – Ownership information for railroads
Exhibit B Exhibit B for New or Amended Petitions also require: – Ownership name and address for telephone, communication, and cable television companies with facilities within 6/10 mile of the route Location of these facilities do not have to be shown on the map – Ownership name and address for rural water districts within 6/10 mile of the route Location of these facilities do not have to be shown on the map
Exhibit B Problems to watch for: – All symbols and acronyms must be defined Use care in selecting line symbols to reduce confusion Make sure that symbols are clear and legible on the map – Scale can be no smaller than 1” to 1 mile when printed on 11 x 17 paper Print out pdf files before loading to the EFS to confirm will meet minimum – Move section numbers if covered by route – Location of underbuild must be clearly understandable – Check all roads for proper identification Watch out for short roads entering from off map
