PA Core Standards The Independent Regulatory Review Commission (IRRC) approved Chapter 4 on November 21, The regulations passed legal review and are published in the Pennsylvania Bulletin Volume 44, Number 9. Chapter 4 includes the PA Core Standards as well as assessments – revised PSSAs and Keystone Exams. Approved March 1, Pennsylvania Bulletin Chapter 4
