6 F AILURE F ACTS An arc flash incident is always the result of at least one of the five change of states. OEMs did not generally design switchgear to allow for survivability of human operators when performing switchgear related tasks. Regulations and standards are typically developed as a result of tragic incidents and are often written in blood. 9/27/2010 6

7 R EGULATIONS AND S TANDARDS OSHA 29 CFR 1910 – OSHA is the enforcer – Now recognized arc-flash as a work place hazard NFPA 70E – 2009 – The “how to” standard. Provides guidance on specific steps that must be taken to comply with the more general OSHA standards. This regulation specified that arc-flash study must be completed by Jan. 1, 2009 Other significant design codes and standards: o IEEE 1584 – Provides steps required to perform calculation of incident energy from which decisions about appropriate PPE are made. Takes into account the role of the over current protective device. o ANSI/NFPA 70-2002 o National Electric Code o NESC 9/27/2010 7
