2 PRELIMINARY DESIGN REVIEW ENTRY CRITERIA Entry criteria for the PDR shall consist of Government concurrence with the following: a. SRR-II-SFR exit criteria have been met. b. CDRL items scheduled to be delivered prior to PDR have been delivered and accepted. c. Updated RTVM showing traceability of requirements IAW is available. d. Allocated baseline has been developed. e. Risk assessments and risk mitigation plans have been developed. f. R&M requirements have been allocated to the design. g. IMS shows critical path through Critical Design Review (CDR). h. Program technical risk is medium or lower. i. Program execution risk is medium or lower. j. PDR agenda has been submitted and accepted. 2

13 Basic System: One RX3i CPU and One PROFINET Controller using a single port Components of the RX3i PROFINET network consist of a PACSystems RX3i PNC module in the RX3i main rack communicating with IO Devices on the PROFINET bus. The main RX3i rack can include up to four PNCs, each communicating with its own high-speed network. IO Devices on the network can include VersaMax PNS modules and a wide range of third- party devices. For example, the illustration below shows a basic system with one PACSystems RX3i CPU node having one PNC, and one PROFINET network with three VersaMax Scanners and one third-party IO-Device. Up to 64 PROFINET Networks for PACSystems PROFINET is an open standard for industrial automation that is based on Industrial Ethernet. The PROFINET IO framework allows the creation of I/O data exchanges between controllers and distributed devices. It also allows configuration, parameterization, and diagnostics communication between controllers and devices. Note: The PROFINET Controller operates only in autonegotiate mode. All PROFINET bus devices and switches that are connected to the PROFINET Controller should be configured to use autonegotiation 13

88 SOFTWARE DEVELOPMENT Overview Series Six source program files are the basis for the system software conversion to a PAC RX3i system Proficy Machine Edition. There are multiple steps that must be accomplished to arrive at a valid PAC systems PLC project. First, a program listing derived from the Series 6 source files must be produced. Then the source file is used as input to a program conversion utility. The utility generates a new mapping of the I/O references and additionally creates a script file. The script is executed in logicmaster90 to produce a ladder logic program for either a model or model PLC platform. Then the resulting program is imported into the target of a Proficy Machine Edition project. Finally, the Proficy Machine Edition target’s logic is manually inspected, validated against the original Series 6 program listing, and corrected if necessary. 88

89 As we discussed earlier, the conversion utility renders a fairly faithful rendition of the Series 6 ladder logic converted to equivalent RX3i ladder logic. As pointed out in the conversion document, there are a few special cases in which manual interventions are required. We will not attempt to modify the converted logic in terms of existing functionality. The only two exceptions to this being : - The new propane detection system (in which the %LEL values are received as analog input values instead of serial data inputs) - The deletion of the Air Quality Monitoring System inputs. However, we probably will need to remap some of the internal references for the purpose of HMI data linkages. SOFTWARE DEVELOPMENT 89

90 HARDWARE AND SOFTWARE INTERFACES Propane Detection System The Propane Detection System (PDS) is comprised of 10 cabinets (one in Compartments 1-8 and two in Compartment 9) with two Smartmax II gas detection systems in each cabinet. Figure 1 is a print of one new Propane Detection System (PDS) cabinet. Each PDS cabinet has two input signals and five output signals. 91 HARDWARE AND SOFTWARE INTERFACES The 20 Compartment x Level 1 (2, 3 or 4) 4 – 20 mA signals will be connected to the electronic enclosure located in the corresponding compartment. A 250Ω resistor will be placed across the input to develop the input voltage to the Analog Input channel. The program will read the value and display the converted % LEL value on the appropriate block on the HMI display. The Autocal Digital Output signal is supplied by electronic enclosure 10A3A4 to each of the 10 PDS cabinets. When the Autocal signal is true (Ground) all 20 Smartmax II gas detection systems will enter the Autocalibration Mode. During Autocal Mode, calibrated concentrations of zero (0% propane in air) and propane gas (1.1% propane in air which equals 50% LEL) are automatically applied to the Smartmax II gas detection systems. The 20 Compartment x Level 1 (2, 3 or 4) 4 – 20 mA signals and the 20 Compartment x Flow 1 (2, 3 or 4) Digital Input signals are monitored for proper operation during this time. Additionally, The 20 Compartment x Level 1 (2, 3 or 4) 4 – 20 mA signals are displayed on the HMI displays along with the message “PROPANE CALIBRATION IN PROGRESS” in the Trainer Status block. The 20 Compartment x Flow 1 (2, 3 or 4) Digital Input signals will be connected to the electronic enclosure located in the corresponding compartment. 91

92 92 HARDWARE AND SOFTWARE INTERFACES When true (Ground), they indicate that there is flow provided by the Vacuum Pump in each Propane Cabinet for each of the two sample draw units in the PDS cabinet. The Propane Fail signal is daisy chained through all of the Smartmax II’s internal Fail and Alarm relays normally closed contacts. If one or more of the Smartmax II enters a Fail state the Fail Relay in the Smartmax II will energize and break the loop. If one or more of the Smartmax II’s has a reading of 20% LEL or greater it will enter an Alarm state and the Alarm Relay will energize and break the loop. This daisy chains primary function is in the 24 hour mode since dynamic reading of the PDS is inactive in 24 Hour mode. ESP has fabricated a complete fully functional mockup of the new PDS cabinet as it will be configured after the modification to the current cabinets. ESP plans to ship the cabinet to GEIP’s facility to aid in development, integration and testing.

116 TEST AND EVALUATION 116 Pre-Modification Testing Testing will be conducted to establish a baseline of Device 19F3A before the modification. This will include running the existing Trainer Test Procedures and Results Report (TTPRR) and performing a Physical Configuration Audit (PCA) in accordance with the Integrated Master Schedule (IMS). -Baseline Testing 11DEC13 thru 22JAN14

117 117 TEST AND EVALUATION Development Testing Testing will be conducted on the New PLC equipment at the General Electric Intelligent Platforms (GEIP) site in Charlottesville, VA in three phases in accordance with the IMS. Phase 1 will be a system checkout of the entire new hardware to ensure proper operation conducted by ESP and GEIP personnel. -Phase 1: 6JAN14 thru 10JAN14 Phase 2 will be a functional checkout of the entire new hardware to ensure proper operation of the HMI screens and the Propane Detection System conducted by ESP and GEIP personnel. -Phase 2: 13JAN14 thru 17JAN14 Phase 3 will be a functional checkout of the entire new hardware to ensure proper operation of the HMI screens and the Propane Detection System conducted by ESP, GEIP and government personnel. -Phase 3: 27JAN14 thru 31JAN14

118 118 TEST AND EVALUATION Post-Modification Testing Testing will be conducted to on the New PLC equipment installed on Device 19F3A at Newport, Rhode Island in four phases in accordance with the IMS. Phase 1 will be a system checkout of the entire new hardware to ensure proper operation conducted by ESP and GEIP personnel. -Phase 1: 23APR14 thru 27APR14 Phase 2 will be the Contractor TTPRR utilizing the new TTPRR (submitted as CDRL A002) conducted by ESP and GEIP personnel. -Phase 2: 28APR14 thru 2MAY14 Phase 3 will be the Government TTPRR utilizing the new TTPRR (submitted as CDRL A002) conducted by Government personnel. -Phase 3: 5MAY14 thru 9MAY14 Phase 4 will be the Government PCA conducted by Government Personnel. -Phase 4: 12May14 thru 14MAY14 All testing shall be governed by the Governments Test and Evaluation Management Plan (TEMP).

119 PROGRAM PROBLEM AND RISK ASSESSMENT Risk No.19F3A Likelihoo d Technica l Schedul e Cos tRisk Mitigation 1 GE fails to produce on time 3241 The Device will remain intact until a successful TTPRR has been run at the factory. ESP will work closely with GE to ensure the project stays on schedule. Cost is low since GE has quoted a Firm Fixed Price for software conversion/development. 2 New PLC system is damaged during shipment 2122 ESP will package the equipment using best available commercial packaging. ESP will insure the shipment to cover replacement cost. 3 Facility unavailable for installation. IE: Loss of power, Act of God 2133 ESP does not anticipate this risk at this time. We will work with the on-site COR to provide all maintenance necessary as the COMS contractor to expedite any unavailability. 4 Installation of the New Propane Monitoring System 2122 Modify/Rebuild existing draw sample cabinets to receive the SmartMax II propane monitors. 5Wire run removal2232Remove obsolete wire runs from trainer.
