2 OBJECTIVES 1- To establish close contact with the Rural Households being the stakeholders of Government Programmes. 2- To generate awareness about government programmes and the procedures to avail of their benefits among the people. 3- To support the government administrative machinery and the Panchayati Raj Institutions (PRI) in performance of their duties, particularly in implementation of the Citizen’s Charter. 4- To Facilitate social audit of Government Programmes. 5- To expedite redressal of grievances of the people and assist in the functioning of helplines.

3 6- To improve quality of implementation of Government Programmes by providing feedback on status of programmes to responsible officials. 7-To provide opportunity to socially conscious citizens to participate in nation building activities. 8- To develop leadership among the People. 9- To Develop a cadre of trained development Volunteers with a deep commitment to change and development. 10-To create appropriate conditions to maintain peace and tranquillity in rural areas. 11-Create awareness about health, sanitation, education, social evils, improved agricultural methods, livelihood, innovation & technology environment etc. OBJECTIVES Contd..

4 T ERMS & C ONDITIONS FOR E NGAGEMENT Eligibility:- Any individual above 18 yrs of age and willing to contribute to welfare and development programme of Govt. at GP and Block level Tenure:- Tenure of the Volunteers may be Lifelong provided they fulfill the Prescribed conditions for proper conduct and discipline. Engagement : - Upon registration and acceptance of application BNV shall be engaged for effective implementation of Govt. programmes in the Block or the GP where she/he is registered Training :– Three days orientation training shall be provided to acquaint them about various Govt. programmes and implementation process.

5 Attachment of Rural Households: – A BNV shall be attached to a maximum of households in his/her close neighborhood Reporting Officer: – BNV shall be under the charge of a counselor to be designated by BDO who shall guide him/her in performance of his/her functions. Work Diary: – A BNV shall maintain a Work Diary containing work details allotted and Performed. Appraisal and Awards: – Based on gradation of work and Performance BNV would be entitle for awards at District, Block levels containing citation. Terms & Conditions for Engagement contd….

7 DEVELOPMENT CHALLENGES Inadequate knowledge and understanding of functionaries at GP level GPs are poorly equipped with manpower and equipment The capacity for delivering public service at Block level is not upto the required level Poor infrastructure in the rural areas
