1 CALL FOR PROPOSALS CIVIL SOCIETY FUND 2014 Information Session 4 th November 2014

2 CIVIL SOCIETY FUND 2014 The Objectives of CSF:  To assist CSOs to keep abreast with the developments occurring at an EU level;  To enable CSOs to better educate their members on EU matters related to their respective fields of competence;  To enable CSOs to participate effectively in the decision- making process at a European level.

3 CIVIL SOCIETY FUND 2014 Eligible Actions : Action 1: The affiliation of CSOs to European umbrella organisations, grouping, federations, confederations or networks Action 2: Attendance at conferences, seminars and meetings abroad on matters related to the EU and to such affiliation.

4 CIVIL SOCIETY FUND 2014 Eligible Applicants : -Voluntary Organisations in terms of the VO Act -Voluntary organisations having official recognition under specific law/regulation or administrative act - Industrial & Commercial entities are not eligible to apply.

5 CIVIL SOCIETY FUND 2014 Eligibility Period : Activities carried out between 1 st November 2013 and 31 st September 2014 only

6 CIVIL SOCIETY FUND 2014 Selection Criteria: Eligibility of the applicants and activities Verification that application form is complete In case the application does not contain all the supporting documentation, applicants will be granted 3 working days to submit any missing documentation Late submissions of any missing documentation will render the application ineligible

7 CIVIL SOCIETY FUND 2014 Submitting an Application: 2 hard copies (one original and one copy) All hard copies should contain: - Completed typed application form - Detailed budget breakdown - All documents indicated in Annex 1 of the application form - Any supporting documentation as a proof of payment (invoices, receipts, activity programmes, affiliation receipts etc) The hard copies need to be spiral bound separately A soft copy (on CD) of the application form and budget breakdown

8 CIVIL SOCIETY FUND 2014 Supporting documents that must be submitted: -Copy of certificate of enrolment as a VO - Audited Accounts of the last financial year -Statute of the Organisation - Proof of affiliation with umbrella organisation -Activity programme - Supporting documentation for financial payments

10 CIVIL SOCIETY FUND 2014 Section 1 Section 1.1: The applicant - Contact details of the organisation - Year it was established - Identification Number of the CSO - Number of Members Section 1.2: Legal Representative - Contact details of the legal representative -The details of the person inserted in this section should be the same as the signatory of the application form

11 CIVIL SOCIETY FUND 2014 Section 1.3: Contact Person -The contact person should be different from the legal representative -The nominated person should regularly access the organisation’s e- mail and should be fully aware of the activities for which payment is being claimed in the application form Section 1.4: VAT Status - If the organisation recoups the cost of VAT this will be considered as an ineligible cost

12 CIVIL SOCIETY FUND 2014 Section 2 Section 2.1 - The Organisation - description of the role and function of CSO - membership - activities organised - project implemented Section 2.2 – Experience in national/EU funded projects - details of the funds and projects from which the organisation benefitted from - Information should be provided on all type of funding which the organisation benefitted from in the past two years

13 CIVIL SOCIETY FUND 2014 Budget Available Financial contribution from the CSF will not exceed 80% of the total eligible costs borne by the respective CSO. The HIGHEST amount that the Committee can award to any one organization is up to € 3000 Section 3.1 – Eligible Action - The applicant may choose more than one action Section 3.1.1 & 3.1.2 – Project Description - The applicant should provide a description of the organiser and action for which funding is being claimed -A separate table should be inserted for each activity for which funding is being claimed -In case of conference/seminar or meeting, the applicant needs to provide a summary of the objectives, results and sessions of the event and the role the organisation had in the same conference/seminar meeting

14 CIVIL SOCIETY FUND 2014 Section 3 Section 3.2 – Project Justification -Applicant needs to justify why such request for funding is being made -How the activity outlined contributes towards the empowerment of the organisation and Malta in general -Tangible and intangible results achieved by these activities should be outlined -This section should be completed for each activity for which funding is being requested Section 4 Section 4.1 – Publicity -A list of how will the outcome of the activities will be disseminated and publicised with other members of the organisation and the general public -This section should include a clear indication of how will the Civil Society Fund be promoted

15 CIVIL SOCIETY FUND 2014 Section 5: Declaration of the Applicant -The name and surname of the person inserted in this section should correspond with the details of the person inserted in Section 1.2 -It is important that the applicant signs the application. Failure to sign the application will render the application form ineligible

17 CIVIL SOCIETY FUND 2014 VAT is eligible only if the CSO does not claim VAT from the VAT Department In awarding funds, the Committee shall adhere to current government regulations and policies in force for the allocation and expenditure of public funds.

18 CIVIL SOCIETY FUND 2014 Budget Breakdown: Reference number in budget breakdown should correspond to the number written down on the invoice/receipt etc A new budget breakdown has to be completed for each activity Claims for payments which are not supported by all the required documentation (invoice, receipt, proof of payment etc) will be considered as ineligible costs

21 CIVIL SOCIETY FUND 2014 Budget Breakdown: Maximum financial allocation of flights will be reimbursed according to pre-established rates as indicated in Annex III of the guidance notes Subsistence costs will be reimbursed in line with the government’s per diem allowance rates (Annex IV)

Complete application forms must be submitted at the Office of the Permanent Secretary, MSDC, Barriera Wharf, Valletta. Handwritten applications or applications sent by post, e- mail and fax will render the submitted application ineligible
