4 History of Older Americans Act Federal legislation enacted in 1965 Federal level: –Created Administration on Aging (part of the Department of Health & Human Services) State level: –State units on aging Local level: –655 Area Agencies on Aging in U.S. (59 in NYS) –Rensselaer County authorized by legislation in 1973.

11 Purpose of TRIAD To develop, expand, and implement effective crime prevention and education programs for older community members. To enhance the delivery of law enforcement services to older persons.

14 Never Before Have So Many Lived For So Long 2/3 of all of the people who have lived to age 65 are alive today! Factoid:

15 Population Statistics According to the US Census the 65+ population numbered 35 million in % of the US population will be 65+ by 2030, up from 12% in 2000 Between the 65+ population is expected to continue to grow at a rate twice that of the general population

17 Our Frail Elders The most rapid growth between is expected to occur among the oldest & frailest population groups (85+ up 28.2%, Impaired up 16.6%) Between 2000 and 2040 the 85+ population will grow from 4.3 million to 19.4 million

20 For every person 65+ who leaves New York… 2 jobs leave with them. Factoid:

21 Rensselaer County Population Shifts % Rensselaer County’s population is expected to decline 4.2% overall between 2000 and 2015.

22 Rensselaer County Expectations + 24% + 20% However, the population is clearly going to be aging -- with a 24% increase in those over 60, and a 20% increase in those over 85.

As the “bulge” in this graph moves upwards over time, you can see our population becoming collectively older. 24 Effects of the “Baby Boomers” Boomers plan to work longer than previous generations. Boomers plan to remain connected to their communities. Boomers have more diversity. Boomers resist age-defined categories.

25 Effects of the “Baby Boomers” 80% of “Baby Boomers” say they will work in retirement… 40% because they want to; 40% because they have to.

26 Implications of Aging "Boomers” Dramatic increase in Alzheimer’s Disease. Assistance needed with Activities of Daily Living. Nutrition related health problems. Challenge of 3-4 generations. Strain on health and long-term-care delivery systems.

27 How will these changes effect us? Ratio of Workers to Retirees? Look of the Work Force? Strain on Delivery of Services? Housing Needs? Transportation Needs? Other Unmet Needs? Unforeseen Needs? How Do We Meet Them?

28 The ratio of aged 65+ to homecare worker will increase from 7:1 to 24:1 between 2000 and 2050 The ratio of workers to those aged 65+ will decrease by approximately 33% between 2000 and 2050

29 Addressing the challenge: What can we do now to prepare for the changes? What can we plan to do tomorrow to keep pace with the changes?
