CPLA BACKGROUND “COMMUNISM IS NOT THE ANSWER TO CORDILLERA MISERY” 1985 Cordilleran Cadres split from the CPP/NPA among the group were: 1. FR. CONRADO BALWEG 2. FR. BRUNO ORTEGA 3. MAILED MOLINA 4. MOISES LINGAYO 5. PROCOPIO TAURO 6. PASCUAL AMBALNEG together with 129 Red Fighters of Lumbaya Company of NPA

CPLA BACKGROUND APRIL 1986 Fr. Conrado M. Balweg announced the formal split Group was named “Cordillera People’s Liberation Army” SEPTEMBER 13, 1986 Signing of Ceasefire Agreement that led to the following: - Exchange of “SIPAT” between CPLA and GRP - Cessation of Hostilities by the CPLA - Cordillera to become an Administrative Region - Creation of CEB and CRA - CPLA committed their members as a Counter-Insurgency fighting force

which are as follows: 1. Lumbaya Company 2. Steve Company 3. Dido Company

STEWARDSHIP OF BALWEG was criticized for the following problems: - Unaccounted funds for CBA/CPLA during the Cordillera Day in Brgy. Sabnangan, Luba, Abra - Misuse of CPLA funds - Preoccupation with treasure-hunting activities

the MOA has the following elements: a) final disposition of arms and forces, b) economic reintegration of CPLA members, c) community development, d) inter-municipal and inter-barangay development projects, e) documentation of the CBA-CPLA struggle, and F) transformation of CBA-CPLA into a socio-economic organization.

22 ASSESSMENTS There is a big possibility that 10 years from the Closure Agreement, there will be another peace negotiations between the GPH and the CPLA The MOA between the government and the CPLA is proceeding smoothly despite infighting among Humidings officers.

DEMAND: Recognition from the Government AGENDA: Cordillera Regional Autonomy; Pursue the establishment of the Cordillera Regional Security Force (CRSF) with their group as core members ACTIVITIES: Alleged involvement in Criminal Activities like: - Collection of revolutionary taxes - Protectors of squatters at the Dairy Farm Compound

28 ASSESSMENTS The Sugguiyao’s has the potential of getting the attention of the government in the future, as the group continue to accept members even in areas outside of Cordillera. The Molina/Balance Faction would just be regarded as a nuisance group with penchant for involvement in criminal activities like land-grabbing and thievery
