8 What is SEESIM? SEESIM 12 is a Computer Assisted Simulation Exercise conducted within the framework of the Southeastern Europe Defence Ministerial (SEDM) process SEDM Ministers agreed in October 2000 to create SEESIM and begin with an exercise based on a civil emergency scenario Purpose of SEESIM is to promote cooperation, coordination and interoperability of civilian and military organizations during crisis response operations within and among the SEDM nations

9 SEDM Members SEDM Observer Nations the former Yugoslav Republic of
Macedonia* Albania Italy Bosnia and Herzegovina Montenegro Turkey Bulgaria Romania Ukraine United States In Oct 2009, Serbia and Montenegro were invited to participate in SEDM as Full Members. However, they are not Full Members until they have signed the legal accession documents. As Full Members of SEDM, they will be eligible to participate in SEESIM 10 execution with a remote site. Final accession needed before end of Mar 2010 to allow sufficient time for remote site planning. Croatia Serbia SEDM Observer Nations Greece Slovenia Georgia Moldova * Turkey recognizes the Republic of Macedonia with its constitutional name 9

116 Joint Theater Level Simulation (JTLS) Overview
GOOD MORNING/AFTERNOON. I AM JOHN FULMER FROM THE US JOINT WARFIGHTING CENTER AND I WILL BE WORKING WITH OUR CHIEF ANALYST, MAJOR KRASIMIR KONDOZ OF BULGARIA ON THE SEESIM 08 AAR TEAM. Mr. Bill Heely SEESIM 12 JTLS Senior Model Control United States Joint Staff, J7

117 Site Manager’s Role in Model Inputs JTLS Overview Purpose Components
Capabilities SEESIM 12 Application I WILL COVER THREE AREAS—JOHN HARRIS HAS ALREADY COVERED THE SITE MANAGER’S ROLE EARLIER—BUT I’LL TOUCH ON THE KEY DUTIES. I’LL ALSO GIVE A BRIEF DESCRIPTION OF THE CAPABILITIES OF JTLS AND HOW IT WILL BE USED IN SEESIM12.

118 Coordinate Between Exercise Control (EXCON) and Training Audience (TA)
Site Manager’s Duties Coordinate Between Exercise Control (EXCON) and Training Audience (TA) Ensure Events are properly presented to TA Continually review MEL/MIL Confer with Scenario Manager (VTC or phone) Role-Play “HICON” and “LOCON” to TA Pass TA’s directions to JTLS Operator Provide requested information to TA from JTLS…but NEVER mention “the model” JOHN HARRIS COVERED THE SITE MANAGER’S DUTIES EARLIER TODAY. HERE’S A REVIEW OF THE MAIN DUTIES: FIRST AND FOREMOST, THE SITE MANAGER COORDINATES BETWEEN THE EXERCISE CONTROL GROUP AND THE TRAINING AUDIENCE— A KEY PART OF THIS IS TO ENSURE THAT EACH EVENT IN THE SCENARIO IS SENT IN THE PROPER WAY---WHETHER BY A SITREP ON OR A PHONE CALL—AT THE CORRECT TIME—TO THE TRAINING AUDIENCE. TO DO THIS, HE WILL DEPEND ON HIS MEL/MIL TRACKER—BUT BETWEEN THEM, THEY HAVE TO KNOW WHAT IS SUPPOSED TO HAPPEN TODAY AND WHAT IS COMING UP IN THE NEXT 24 HOURS. THERE WILL BE VTCs TO ENSURE THE SCENARIO AND THE INDIVIDUAL MEL/MIL EVENTS ARE ON TRACK. IN SENDING THE EVENTS TO THE TRAINING AUDIENCE, THE SITE MANAGER IS ACTUALLY ROLE PLAYING AS EITHER A “HIGHER HEADQUARTERS” OR “HICON”---SINCE HE IS—AFTER ALL—ACTUALLY PART OF THE EXERCISE CONTROL GROUP---OR HE MAY BE ACTING AS A LOWER ECHELON OR TACTICAL ELEMENT OR “LOCON”. IN ALL CONTACT WITH THE TRAINING AUDIENCE, THE SITE MANAGER IS NEVER THE “SITE MANAGER”---YOU HAVE TO ROLE-PLAY….SO YOU NEED TO TAKE NOTES TO REMEMBER “WHO YOU ARE” ON ANY GIVEN PHONE CALL. WHEN THE TRAINING AUDIENCE DECIDES ON A COURSE OF ACTION AND GIVES DIRECTION TO THE SITE MANAGER, HE, IN TURN, RELAYS THESE INSTRUCTIONS TO THE JTLS OPERATOR WHO WILL MAKE THESE INSTRUCTIONS HAPPEN IN THE MODEL. IF THE TRAINING AUDIENCE REQUESTS INFORMATION, IT MIGHT VERY WELL BE IN THE JTLS DATA BASE, AND THE SITE MANAGER CAN TASK THE JTLS OPERATOR RETRIEVE THE INFORMATION AND THEY’LL PASS IT BACK TO THE TRAINING AUDIENCE, IF APPROPRIATE. A KEY POINT IS THAT THE EXISTENCE OF THE MODEL SHOULD BE SEEMLESS---YOU SHOULD NEVER MENTION “THE MODEL” OR JTLS OR MAKE ANY REFERENCE TO THE SIMULATION; THIS WILL HELP GIVE THE TRAINING AUDIENCE A BETTER SENSE OF REALISM. IF THE MODEL “CRASHES” OR GOES DOWN FOR ANY REASON, THE EXERCISE WILL NOT STOP. THE SCENARIO PROCEEDS AS BEFORE WHILE THE SIMULATION IS BROUGHT BACK UP. THE JTLS OPERATORS WILL BE BRIEFED ON “CRASH PROCEDURES” IN OCTOBER.

119 Provides chart of the Operations Area JTLS Capabilities and Operations
JTLS Overview Replicates actual Units/Organizations doing tasks in real-time distance and speed Provides chart of the Operations Area JTLS Capabilities and Operations Exercise Applications THE ROLE OF JTLS IN SEESIM IS TO PROVIDE A SIMULATION OF THE ACTUAL UNITS AND ORGANIZATIONS THAT WOULD ACTUALLY BE CARRYING OUT TASKS IN RESPONSE TO THE DIRECTIONS OF EACH NATION’S AUTHORITIES. JTLS ALSO PROVIDES A CHART OF THE AREA OF OPERATIONS FOR SEESIM12. JTLS PROVIDES A WIDE RANGE OF CAPABILITIES AND OPERATIONS THAT ENABLES US TO EXERCISE THE DECISION MAKERS AT A HIGHER LEVEL WITHOUT ACTUALLY INVOLVING THE TACTICAL LEVEL UNITS. IN SEESIM12, WE WILL BE ABLE TO SIMULATE A WIDE VARIETY OF EVENTS OVER A LARGE AREA AND THE RESPONSES DIRECTED BY THE TRAINING AUDIENCE. TO DO THIS, LET ME FAMILIARIZE YOU WITH SOME OF THE CHARACTERISTICS AND COMPONENTS OF JTLS.

120 Web-Hosted Interface Program (WHIP)
Provides “Perceived” view of units, organizations, facilities that are in the data base Filtering of icons Accesses configurable orders and unit data from map Displays location, terrain, and barrier data Zoomable Map THE MAIN COMPONENT OF JTLS IS THE WEB-HOSTED INTERFACE PROGRAM—OR WHIP. THIS PROVIDES THE MAP OF THE OPERATING AREA AS WELL AS TOOL BARS THAT MAKE ALL THE OTHER CAPABILITIES AND COMPONENTS AVAILABLE. ON THE MAP, THERE ARE ICONS FOR ALL OF THE UNITS, ORGANIZATIONS, STATIONARY FACILITIES THAT ARE IN THE DATABASE. THESE ICONS CAN BE FILTERED OFF, ON, HIGHLIGHTED, OR MADE TO BLINK DEPENDING ON WHAT THE OPERATOR WANTS TO SEE. THE MAP CAN BE ZOOMED IN AND OUT DOWN TO INDIVIDUAL “HEXES” WHICH MAKE UP THE MAP. THE OPERATOR USES THE MOUSE TO DRIVE A POINTER THAT ENABLES HIM OR HER TO SEE ALL KINDS OF INFORMATION ON THE BORDER ABOVE THE MAP---COORDINATES, HEX DETAILS, BARRIERS TO MOBILITY, AND SO ON…

121 (RIVERS – ROADS – BARRIERS – BRIDGES – LAND/WATER)
Hex Based Terrain GROUND - AIR – SEA (RIVERS – ROADS – BARRIERS – BRIDGES – LAND/WATER) TERRAIN FEATURES MOVEMENTS BARRIERS THIS SLIDE WILL HELP TO ILLUSTRATE AND REINFORCE WHAT I JUST SAID ABOUT HEXES---WHICH ARE THE BASIS FOR JTLS TERRAIN. EACH HEX HAS ITS OWN COLOR WHICH REPRESENTS A TYPE OF TERRAIN. FOR EXAMPLE, BLUE IS WATER, GREEN IS VEGATATION, BROWN IS SANDY SOIL. EACH HEX ALSO HAS ITS OWN ELEVATION AND MAY CONTAIN NATURAL BARRIERS, SUCH AS A RIVER, OR A BARRIER, SUCH AS A MINEFIELD. PLEASE NOTE THAT BARRIERS, RIVERS, AND ROADS ARE LOCATED ON THE HEX PERIMETER. EACH HEX IS 7.5 KM ACROSS. WATER HEXS ALLOW SHIP MOVEMENT. GROUND UNITS CAN MOVE ON WATER IF THEY HAVE THEIR OWN ORGANIC BOATS….OR IF IT’S A “DUAL-USE” HEX---ONE THAT HAS BOTH WATER AND LAND, SUCH AS THE AREA AROUND A LAKE OR ON THE SHORE. TO FIND OUT WHAT EACH HEX REPRESENTS … ASK YOUR OPERATOR TO GIVE YOU SEVERAL HEX SITUATION REPORTS. JTLS MODELS TWO TYPES OF SHORELINES. “LCAC SHORE” CAN BE CROSSED ONLY BY LCAC-CAPABLE LANDING CRAFT. UNRESTRICTED MAY BE CROSSED BY ANY TYPE OF LANDING CRAFT. OTHER KEY POINTS TO REMEMBER IS THAT TERRAIN, BARRIERS, AND WATER WILL INFLUENCE UNIT MOVEMENT. IN ADDITION, YOU WILL EXPERIENCE TRAFFIC CONJESTION IF YOU HAVE TOO MANY UNITS IN ONE HEX. FOR EXAMPLE, INSTEAD OF A UNIT MOVING 40 KM PER HOUR, THEY MAY MOVE ONLY 3 KMH. TO INSURE PLAY BOX ACCURACY, THE SOURCE OF THE TERRAIN THAT WE ARE USING IN OUR 2000NM X 2000NM PLAY BOX IS THE DEFENSE MAPPING AGENCY DIGITIZED MAPS AND TERRAIN DATA. 7.5 km RIVER DEPTH ELEVATION

122 JTLS “Geographics” Chart Overlays provide improved Situational Awareness SINCE MOST PEOPLE DO NOT USE MAPS OR CHARTS MADE UP OF HEXES, WE CAN OVERLAY THE JTLS HEXES WITH DIFFERENT SCALE AVIATION CHARTS. AS YOU ZOOM IN, YOU WILL SEE CHARTS OF GREATER DETAIL. THIS WILL SHOW TOWNS, CITIES, RIVERS, LAKES, AIRPORTS AS WELL AS HIGHEST ELEVATIONS. IF YOU ZOOM IN TOO CLOSE, YOU WILL LOSE THE CHARTS AND BE LEFT WITH THE HEXES. THESE CHARTS ARE JUST OVERLAYS—THEY DO NOT EFFECT ANY JTLS OPERATIONS OR THE MOVEMENTS OF UNITS---THE SIMULATION IS STILL OPERATING WITH THE SYSTEM OF HEXES.

123 Google Earth with JTLS Google Earth “views” enhance detail
Saved views; NOT Online JTLS icons appear User-friendly Briefing Aids SINCE THE AVIATION CHARTS AVAILABLE DO NOT PROVIDE ALL OF THE DETAIL YOU MIGHT LIKE, WE ADD THE ABILITY OF USING GOOGLE EARTH TO ENHANCE DETAILS TO ACTUAL CITIES, ROADS, ETC. WE DO THIS BY SAVING VIEWS IN A LARGE FILE AND INTEGRATING THEM WITH JTLS---YOU ARE NOT OPERATING ON-LINE LIKE YOU DO WHEN YOU USE GOOGLE EARTH ON YOUR LAPTOP. INSTEAD, THESE VIEWS ARE STATIC, AND YOU MAY NOT BE ABLE TO DRILL DOWN TO AS MUCH DETAIL AS YOU MIGHT WANT.

124 Information Management Tool (IMT)
Provides detailed data on your nation’s simulated resources Dynamic, Instantaneous, Configurable Spread Sheets Multiple Window Capability – 50+ THE FIRST COMPONENT OF JTLS AVAILABLE TO YOUR OPERATOR IS THE INFORMATION MANAGEMENT TOOL---OR IMT. IT PROVIDES JUST ABOUT ALL OF THE DATA YOU CAN IMAGINE FOR THE RESOURCES FOR YOUR NATION WHICH ARE IN THE DATA BASE. THIS INFORMATION CAN BE DISPLAYED IN A VERY USER-FRIENDLY SPREAD SHEET FORMAT.

125 Online Player’s Manual (OPM)
Hypertext Directory of Entire JTLS Database Updated daily THE ONLINE PLAYER’S MANUAL—OR OPM—CONTAINS ALL OF THE INFORMATION IN THE DATABASE HYPER-TEXTED FOR QUICK CROSS-REFERENCE. THE JTLS OPERATOR CAN QUICKLY FIND JUST ABOUT ANY PIECE OF INFORMATION YOU CAN IMAGINE---AS LONG AS IT IS IN THE DATABASE. THIS INFORMATION IS UPDATED AT THE END OF EACH DAY.

126 Situation Report (SITREP)
Allows display of current information when object selected ANOTHER COMPONENT IS THE SITUATION REPORT—OR SITREP. THE OPERATOR CAN SELECT ANY ICON ON THE JTLS DISPLAY AND RECEIVE CURRENT INFORMATION ABOUT THAT UNIT OR ENTITY. HE CAN ALSO SELECT INSTANT LINKS TO MORE DETAILED DATA ON THAT ICON.

127 Orders and Order Management
Enables you to have your resources conduct specified actions, i.e. move supplies by land/sea/air User-friendly Order Templates with multiple Help Options WHEN YOU RECEIVE INSTRUCTIONS FROM YOUR EOC, YOU WILL PASS THESE TO YOUR JTLS OPERATOR, AND HE WILL BE ABLE TO MAKE THE UNITS AND ORGANIZATIONS UNDER YOUR CONTROL DO THE THINGS YOUR EOC WANTS THEM TO DO, SUCH AS MOVING EMERGENCY SUPPLIES TO A DISASTER AREA BY LAND, SEA, OR AIR. THE JTLS OPERATOR WILL USE THE WIDE SELECTION OF ORDER TEMPLATES TO “ORDER” YOUR UNITS INTO ACTION. JTLS WILL DO THE REST---TAKING INTO ACCOUNT LOADING TIME, SPEED BASED ON ROAD CONDITIONS OR TYPE OF AIRCRAFT—ALL OF THE DETAILED CONSIDERATIONS THAT TAKE TIME IN GETTING THINGS DONE. (Fig 2 - Utility Menu) (Fig 1 - Orders Menu)

128 Message Browser Provides Instant feedback from Simulation to User
Gives notifications when certain tasks are complete AS YOUR JTLS OPERATOR SENDS ORDERS OR QUERIES, HE OR SHE WILL GET INSTANT FEEDBACK FROM THE MODEL VIA THE MESSAGE BROWSER. SOME MESSAGES WILL ACKNOWLEDGE RECEIPT OF AN ORDER, SOME WILL PROVIDE REQUESTED INFORMATION, SOME WILL EVEN TELL YOU THAT YOU MADE A MISTAKE OR THAT A PARTICULAR OPERATION CANNOT BE DONE UNTIL SOME OTHER ACTION IS DONE. FOR EXAMPLE, IF YOU ORDERED “UNIT A” TO TAKE 400 CASES OF BOTTLED WATER TO A DISASTER SITE, BUT “UNIT A” ONLY HAS 250 CASES OF BOTTLED WATER, YOU’D GET A MESSAGE TELLING YOU THAT, AND YOU COULD TAKE A MINUTE TO CONSIDER YOUR OPTIONS.

129 SEESIM Information Flow
Training Audience Exercise Control (EXCON) Scenario Manager National Emergency Operations Center (EOC) Site Manager MEL/MIL Tracker JTLS Operator HERE’S A SIMPLISTIC PICTURE OF THE ANTICIPATED INFORMATION FLOW FOR SEESIM12. THE SCENARIO MANAGER HAS PRODUCED A ROAD TO CRISIS AND MEL/MILS THAT WILL BE PROVIDED TO YOUR NATION’S EOC. THEY WILL DECIDE WHAT ACTION THEY WILL TAKE TO MITIGATE THE PROBLEMS CAUSED AND PROVIDE INSTRUCTIONS BACK TO YOU—AS IF YOU WERE A PARTICULAR ORGANIZATION IN YOUR COUNTRY, SUCH AS A POLICE FORCE OR EMERGENCY RESPONSE CENTER—AND YOU’LL PASS THAT INFORMATION ON TO YOUR JTLS OPERATOR, WHO WILL IMPLEMENT THE EOC’S ORDERS—ASSUMING IT IS AN ACTION THAT INVOLVES MOVING YOUR ASSETS FROM ONE PLACE TO ANOTHER. JTLS PROVIDES FEEDBACK TO THE OPERATOR, CONFIRMING ACTIONS TAKEN, WHICH YOU WILL ALSO PROBABLY PASS—IN YOUR CAPACITY AS A “LOCON” ROLE-PLAYER BACK TO THE TRAINING AUDIENCE TELLING THEM WHAT’S GOING ON—WHEN AN ACTION IS INITIATED, PROGRESS ALONG THE WAY, AND WHEN A TASK IS COMPLETED. ALL OF THAT CAN COME FROM JTLS. JTLS MODEL

130 Site Manager and JTLS Input (Example)
MEL/MIL event calls for a ship headed to Italy Determine direction, timing, etc. to make it happen in JTLS as specified in the MEL/MIL details EOC asks Site Manager where nearest resources are to intercept ship and rescue passengers JTLS Operator retrieves information from model Site Manager passes information to EOC EOC directs a specific response with specific resources Site Manager relays orders to JTLS Operator who sends the orders in JTLS to replicate the ordered action HERE’S A MORE SPECIFIC EXAMPLE. THERE IS AN EVENT ON OCT 15TH THAT CALLS FOR A WMD LADEN SHIP TO BE HEADING TO ITALY. THE ITALY SITE MGR NEEDS TO FIND OUT ALL THE DETAILS POSSIBLE ON THE EVENT---WHICH SHIP, WHERE IT SHOULD BE AT STARTEX, WHAT SPEED AND HEADING IT IS DOING, WHERE AND WHEN IT SHOULD BE WHEN THE EVENT IS PASSED TO THE TRAINING AUDIENCE—THE ITALIAN EOC. PLUS BEFORE THE EVENT IS SENT, THE SITE MGR NEEDS TO MAKE SURE THAT THIS EVENT IS STILL DESIRED BY THE SCENARIO MANAGER. THE SITE MGR SHOULD ANTICIPATE THAT THE EOC MAY HAVE QUESTIONS—SUCH AS WHAT RESPONSE RESOURCES IT HAS AT ITS DISPOSAL---THEY OUGHT TO KNOW THAT THEMSELVES, AND HOPEFULLY, THOSE ASSETS ARE IN THE DATABASE. IF THEY ASK THE SITE MGR, HE CAN TELL THEM WHAT YOU HAVE AND WHERE IT IS---BASED ON THE DATABASE. THE JTLS OPERATOR CAN USE THE VARIOUS JTLS TOOLS TO FIND THE ANSWERS TO THESE QUESTIONS, PASS THEM BACK TO THE SITE MGR, WHO, IN TURN, WILL PASS THEM BACK TO THE TRAINING AUDIENCE. THE EOC WILL LIKELY CONDUCT DELIBERATIONS AS TO THE BEST COURSE OF ACTION TO TAKE---THAT’S THEIR ROLE—WE DON’T WORRY ABOUT THAT---BUT THEY WILL PASS THEIR ORDERS BACK TO YOU TO IMPLEMENT. YOU—THE SITE MGR—PASS THESE ORDERS TO YOUR JTLS OPERATOR, AND HE MAKES THEM HAPPEN IN THE MODEL. JTLS TAKES IT FROM THERE TO MAKE IT HAPPEN.
