3 Overview  There are 38 districts that have been affected by the findings  Findings date back to FY10  U.S. Department of Education is suggesting a 5 year corrective process FY15 allocations correct and out to the schools in a timely fashion The repayment of services over the next 4 years  The repayment will be come out of LEAs’ annual Title II-A allocations, starting with state FY16  Schedules will be determined on a case-by-case basis in consultation with the Office of the Chief Financial Officer 3

4 Reducing Liability  All affected districts will have until December 1 to potentially reduce liability. Working with your fiscal consultant, Find documented activities where districts included the non-public schools NOT PREVIOUSLY INCLUDED IN ORIGINAL APPLICATION Document those activities on II-A Fiscal Adjustment Form (provided) Supply evidence of the non-public schools being included (i.e. correspondence, meeting agendas, budgets, fiscal worksheets) Tally the proportionate share Subtract the total deductions from the estimated cost II-A amount owed by the LEA 4

5 Reducing Liability  In December, TDOE will Review submitted documentation for each affected district Confirm the final amount of payback for each LEA for use in consultations with non-public schools (January)  On an ongoing basis LEAs will have time and support for planning and communicating to non-public schools – TDOE Fiscal Consultant – CPM Regional consultants and Nashville staff (if necessary) 5

7 Before Consultation  Create a timeline of events Communicate repayment of services to non-public schools Establish meeting dates for consultation Create plan for schools’ access to services Document deadlines for non-public schools Collect feedback Identify persons responsible for timeline tasks  Begin planning with non-public schools Possible uses for allocation Costs of possible uses for allocation Staff that may need to be involved in the process and their roles Communication to non-public Schools 7

8 Communication  Communication should be timely and meaningful  Communication to non-public schools should be separate from the Annual Consultation for next year’s services One-on-One Small group Whole group  Document Intent of Consultation Meeting invitation Copy of presentation Agenda 8

9 During Consultation  Be transparent Process for repayment Review the purpose of Title II-A funds Allowable expenditures Non-allowable expenditures  Get feedback from non-public school officials Questionnaires Surveys Leave time for questions/answers Affirmation of consultation – May be altered for the specific topic 9

10 After Consultation  Review feedback from Consultation Compare and contrast feedback to pre-planning ideas Non-public schools’ feedback should be considered during district planning process  Create an action plan for repayment allocation Possible uses for allocation Costs of possible uses for allocation – Budget breakdown Staff that may need to be involved in the process and their roles Timeline Communication to non-public schools Start dates for implementation 10

11 Precautions  Be careful when planning for future II-A allocations  Heavy funding in areas that can’t be counted towards equitable services Class size reductions Bonuses Recruitment and retention  When rolling out LEA action plans, demonstrate consideration of non-public school requests Include private school officials in planning – Advisory council Refer to private school feedback in action plan – Survey results – Questionnaire results 11
