Integration of Third Party systems with Oracle Financials City of Chicago Innovation & Technology Adrian Molato Projects Administrator August 15, 2008 Hemalatha Sundaram Assistant CIO

City of Chicago Innovation & Technology 2 Integration of Third Party systems with Oracle Financials Agenda Metratech AR Integration Project Overviews FMPS Procure-to-Pay Integration Why Integration? How? Benefits Timeline Questions

City of Chicago Innovation & Technology 3 Integration of Third Party systems with Oracle Financials Project Overviews FMPS Procure-to-Pay Integration Interfacing system is a set of services exposing purchasing and payment related services on the City’s enterprise financial system as SOAP webservices over HTTP: Submit a purchase order Get PO requisition status Get PO release information Submit PO receiving Get PO receiving status Submit invoice (matched & unmatched) Get Invoice status Get Blanket Purchase Agreement Information Get Purchase Order Information Get Requisition Information Get Payment Information

City of Chicago Innovation & Technology 4 Integration of Third Party systems with Oracle Financials Project Overviews FMPS Procure-to-Pay Integration Chicago Public Libraries and Aviation will utilize these services CPL – interface with Go Cart/Shelf Life Aviation – Internal application developed in- house for payment of goods and services specific to their business processes Services are exposed w/in firewall or through VPN access Access – requires the client application to provide credentials in order to authenticate use of services Data transfer volume Real-time operations for small amounts of data Not intended for patch processing Expected 15 second response time, SL set at 40

City of Chicago Innovation & Technology 5 Integration of Third Party systems with Oracle Financials Project Overviews Metratech AR Integration Department of Aviation billing needs Oracle AR map and gap Third party billing solution Integration with Oracle AR Real time integration

City of Chicago Innovation & Technology 6 Integration of Third Party systems with Oracle Financials Project Overviews Metratech AR Integration Interfacing system is a set of services exposing receivables related services on the City’s enterprise financial system as SOAP webservices over HTTP: Send customers Receive invoices/debit memos/ credit memos/ adjustments Receive cash receipts Receive transaction query

City of Chicago Innovation & Technology 7 Integration of Third Party systems with Oracle Financials Why Integration? Several business processes from other Departments cannot be addressed through the City’s enterprise financial system (80/20 rule) The ’20’ gap for CPL and Aviation involved several major and frequent business processes related to the Procurement to Payment cycle. Clients departments developed their own silos of information, but still replicated their data to the Enterprise => redundancy in data input Webservices allow for the ‘handshake’ between client systems and the enterprise FMPS Procure-to-Pay Integration

City of Chicago Innovation & Technology 8 Integration of Third Party systems with Oracle Financials Why Integration? Metratech AR Integration Improved visibility for Mayor’s office of the airports’ financial situation in FMPS Standardization of Accounting Systems (onto Oracle A/R) Ability to enter cash receipts and match in Oracle AR Ability to utilize specific Oracle functionality such as debit memos and credit memos and integrate the transactions Reusability of the integration web services to any billing solution that needs to be integrated with FMPS such as water billing system Realization of future cost savings from reusing the web services in future integration projects Enhanced financial reporting through Oracle AR Oracle GL reconciliation enabled through integration with AR Without AR integration, DoA will have a stand-alone billing solution (yet another shadow system) and will defeat the purpose of implementing it

City of Chicago Innovation & Technology 9 Integration of Third Party systems with Oracle Financials Technical Benefits FMPS Procure to Pay Integration Performance Responsiveness is key PL/SQL procedures will allow coarse-grained business functions to be implemented while limiting the number of remote calls to Oracle Layer of abstraction between Java and Oracle financial interface Reliability BEA WLS and ALSB provide for clustering and high availability Custom PL/SQL layer within Oracle allows business function to be easily controlled with ATOMIC transactions Allows Oracle developers to have control over which business services to expose

City of Chicago Innovation & Technology 10 Integration of Third Party systems with Oracle Financials Simplicity Intent to limit the number of 3 rd party software products to a minimum, to keep the design and development as simple as possible Simplifies maintenance and troubleshooting Standardization Based on J2EE and Oracle PL/SQL technology, both of which are accepted and proven enterprise technologies BEA ALSB introduces new technology, but was tested in other city projects Limiting non-standard and proprietary solutions improves the reliability and viability of the solution Technical Benefits

City of Chicago Innovation & Technology 11 Integration of Third Party systems with Oracle Financials Department of Aviation Reduced Financial Analysis Redundancy – for one-off troubleshooting analyses Interest Revenue – due to faster invoicing and quickened payment Improved Collections – better management reduces uncollected items Comptroller’s Office Reduced Invoicing Effort – due to automatic invoice generation and faster billing Reduced Cash Receipt & Reconciliation Effort – due to Oracle A/R capabilities and elec. payment/reconciliation Reduced Audit Costs – due to simplified accounting City of Chicago Ability to retire mainframe system – Aviation is a major mainframe user preventing complete retirement Business Benefits

City of Chicago Innovation & Technology 12 Integration of Third Party systems with Oracle Financials Intangible Benefits Department of Aviation Meeting Mayor’s Office demands for real-time information and reporting Higher executive visibility – Immediate information in the hands of the commissioner Better planning for $15 billion expansion – critical DOA Finance resources can be more freed up to focus on important financial planning tasks Improved Accountability – system can yield visibility into all departments to know where there are gaps (in billing instructions, invoicing, cash receipt, etc) Business Benefits

City of Chicago Innovation & Technology 13 Integration of Third Party systems with Oracle Financials Intangible Benefits Comptroller’s Office Security from a very human-knowledge dependent process – staff turnover in current system can be devastating Regulatory Compliance and Internal Control – well defined processes with storage of data for verification & auditing Improved Accuracy – less room for human error from Excel spreadsheet or CAPS mis-entry Airlines Improved airlines’ budgeting processes – late invoicing due to late billing instructions hampers airlines capability to budget Lower perception of having to ‘’bail out” bankrupt airlines (from confidence that DOA is collecting receivables efficiently) Improved payment efficiencies through electronic payment Business Benefits

City of Chicago Innovation & Technology 14 Integration of Third Party systems with Oracle Financials Sample business workflow – Close Requisition/Release Business Benefits FMPS Procure to Pay Integration 3 rd party App 1 3 rd party App 2 FMPS Order Complete Order Complete Close Req Yes Close or Final Close Req/Release Release remaining Enencumber ed $ Process Complete
