29 Variance Program: Four Variance Types Permanent Variance: alternative procedures that are as safe as those required by the standard. Temporary Variance: allows employer additional time to achieve compliance with new standards. National Defense Variance: reasonable variations and tolerances to and from the OSHA requirements “to avoid serious impairment of the National Defense.” Experimental variance: allows employer to try new techniques which they believe will improve health or safety of workers.
