3 Tobacco Facts  $1.6 billion in health care costs  $422 in Medicaid costs in 2001  Over 117,000 current Wisconsin kids (under 18) will die from smoking  About 18% of women giving birth in Wisconsin smoke cigarettes, 36% higher than the national rate of 13.6%.  87% of smokers would like to quit and 35% actually quit for a day or more in the past year.  $1.4 billion in lost productivity  Over 80% of lung cancers and emphysema cases

5 Program Components Community Coalitions Youth-Led Movement Media and Counter- marketing Cessation Support The mission of the Tobacco Control Board is to aggressively pursue the elimination of tobacco use by partnering with communities to prevent tobacco use among youth, promote cessation, and eliminate second-hand smoke. This mission will be achieved through comprehensive state and local efforts that utilize best practices and address the needs of diverse populations most adversely impacted by tobacco use. Resource Clearing- house Statewide Programs Monitoring and Evaluation Policy Recommend- ations

6 Goal Statement By 2005: –Tobacco use among middle and high school-age youth will decline by 20 percent. –Tobacco use among adults will decline by 20 percent. –Tobacco consumption will decline by 20 percent. –100 Wisconsin municipalities will establish smoke-free restaurant ordinances. –100% of municipal governments will have smoke-free government-owned buildings. –90% of workplaces will establish smoke-free environments. –70% of homes will voluntarily establish smoke-free environments.

Maps Where You’re Going Policy change is a political, sophisticated, long-term process LTP provides the roadmap and details Communicates What You’re Doing Tobacco prevention and control requires communicating objectives and roles to traditional and non-traditional partners and policy leaders LTP provides a concrete set of objectives and roles Identifies What You’ve Achieved and Where You Need to Improve Tobacco prevention and control requires the use of effective strategies and reflection on what’s working By integrating planning and evaluation up front and on an annual basis, LTP lets you know if what you’re doing is working and how you can improve what you do

9 Board’s Commitment Everything we do should support local action –Training and technical assistance –Media –Funding With that commitment comes accountability from all components and partners
