2 ….Repair Indefinitely 2 A New Class of Retrofits:… ACEEE 2010 Summer Study Current Baselines Associated with Failure Scenarios Retrofit: Replace upon burnout. –Equipment replaced on failure, triggering code required eff –Savings evaluated relative to the code baseline. Early replacement. –If the program induces an upgrade of equipment that would have remained in place because it still had some useful life left, –Savings relative to the actual estimated efficiency of the older equipment being replaced, for the remainder of its useful life. Retrofit: Replacement beyond useful life. –Equipment operating beyond its deemed useful life, is deemed close to failure and treated like the replacement upon failure –Savings evaluated relative to the code baseline

3 ….Repair Indefinitely 3 A New Class of Retrofits:… ACEEE 2010 Summer Study Examples of Problemmatic Measures Commercial Lighting Fixtures –Old fixtures can be kept in service Replace lamps & ballasts as needed –Change out with new, efficient fixtures If >10% of fixtures, code requirements triggered: –Must meet reduced LPD (lighting power density) as if new –Must install controls – automatic shutoff, daylighting, occupancy –Exception: if LPD 85% of code requirement, no controls required –Problem: still just meeting code –Programs can only pay for beyond code

4 ….Repair Indefinitely 4 A New Class of Retrofits:… ACEEE 2010 Summer Study Currently Best Example IOU program filings for lighting alterations: –Savings estimates reduced from 379 GWh/yr (2010-2012) to 189 GWh/yr (2013-2015) CEC proposing to relax lighting alteration code requirements –Pushback from industry –Fewer lighting controls, relaxed threshold

6 ….Repair Indefinitely 6 A New Class of Retrofits:… ACEEE 2010 Summer Study A New Class of Retrofits: Repair Indefinitely Measures Three Criteria 1.Failure mode is not catastrophic - kept in service indefinitely through repairs and part replacements; 2.History of rebuild/repair rather than replace; and 3.Far cheaper to rebuild/repair than to replace Other Examples Large electric motors – often rewound Large pumps and fans - difficult to replace Chillers - often rebuilt and repaired Windows – can last the life of the building
