4 Objective  To efficiently operate the DPG-W in order to more effectively liaise among DPs and with MoWI  Problem: DPG-W’s operations and responsibilities have become haphazard, resulting in frustrations, low efficiency, and poor communications with the MoW.  Problem: MoW’s communications with DPG-W are routinely inconsistent, resulting in frustrations, low efficiency, and poor performance.  We need to get our house in order if we’re going to help them get their house in order!

5 Within the DPG-W (1) IssueActionTimeframeResponsibility DPG-W meetings are called haphazardly, canceled at the last minute, venue changes, causing difficulty for members to attend -DPG-W meetings revert to 1st Thursday of the month. -1st Thursday of month -Co-chairs (oversee), admin. secretariat (organize) -Reminders to be sent out in timely manner. -1st reminder 2 weeks in advance, 2nd 1 week in advance. -admin. secretariat (organize)

6 Within the DPG-W (2) IssueActionTimeframeResponsibility DPG-W minutes are not issued in a timely manner and are of variable quality. -Draft minutes submitted for review to co-chairs. -2nd Thursday of month -admin. secretariat -Minutes to be issued with 1st reminder to follow- up meeting. -3rd Thursday of month -admin. secretariat -DPG members submit comments within a week of receiving -4th Thursday of month -DPG members

7 Within the DPG-W (3) IssueActionTimeframeResponsibility DPG-W members do not provide feedback, comments, no- objection to items requiring group consensus (e.g., retreat timing/ content, strengthened secretariat, activity mapping) -Items for discussion submitted early for comment. -2 weeks in advance of due date -DPG-W members, routed through admin. secretariat. -DPG-W members submit comments in a timely manner -1 week in advance of due date -DPG-W members

8 Within the DPG-W (4) IssueActionTimeframeResponsibility Generally poor communication of DPG-W members activities -DPG-W members to inform others (via secretariat) of missions, major activities -3 weeks in advance of mission. -DPG-W member, via admin secretariat -1 DPG-W member to present 15-mins on program at each meeting. -1st Thursday of each month -DPG-W members DPG-W website is maintained irregularly Website visited and updated monthly 4th Thursday of each month Admin secretariat

9 With MoWI (1) IssueActionTimeframeResponsibility JWSR -JWSR to be scheduled a year in advance, and not changed. -September-MoW/PCT -Planning for JWSR to begin well in advance -April-MoW/PCT -Invitations to JWSR sent well in advance, with periodic reminders -July, August-MoW/PCT -DPG-W to respond in timely manner-July-DPG-W -Documents to be circulated a month in advance -August-MoW/PCT -DPG-W to provide comments in timely manner -2 weeks after receipt-DPG-W -JWSR to be held as planned-September-MoW/PCT -Minutes/proceedings to be circulated in timely manner -October-MoW/PCT -DPG-W to provide comments in timely manner -2 weeks after receipt-DPG-W

10 With MoWI (2) IssueActionTimeframeResponsibility WSWG -WSWG meetings to be held regularly and not moved. -1 st Thursday, every 3 rd month -MoW/PCT -Invitation to WSWG sent well in advance, with documents for review. -1 month in advance -MoW/PCT -DPG-W to provide comments in timely manner -2 weeks after receipt -DPG-W -Minutes/proceedin gs to be circulated in timely manner -2 weeks after event -MoW/PCT

11 With MoWI (3) IssueActionTimeframeResponsibility TWG -Invitation to TWGs to be sent early, including documents for review -2 weeks before event -MoW/PCT -DPG-W to RSVP in timely manner -1 week before event -DPG-W -Minutes/proceedings to be circulated in timely manner -1 week after event -MoW/PCT

12 With MoWI (4) IssueActionTimeframeResponsibility DPs do not make deposits in timely manner, hampering MoW’s ability to plan and implement -DPs to make deposits as per agreements of individual agreements -January, July-DPG-W Statements and progress reports are delivered late and of poor quality -MoWI to submit statements and reports on time. -As per MoU-MoW/PCT -DPG-W to review reports and respond in timely manner -Within 2 weeks of receipt -DPG-W
