3 INTRODUCTION GENERAL OUTLOOK  We are living at times of unprecedented change.  The advances in science and technology are enormous.  Our economies and social lives are becoming more knowledge-based.  Better governance is a priority subject for all countries.

4 INTRODUCTION GENERAL OUTLOOK  The global international system shapes the domestic politics and foreign relations of every country on an increasing scale.  This is also a world where there is real concern about the possibility of a “clash of civilizations”.

5 INTRODUCTION GENERAL OUTLOOK  Radicalism is on the rise all over the world and the risk of polarization increases steadily.  The proliferation of weapons of mass destruction is a cause of great concern.  Despite increased international cooperation, terrorism continues to threaten our societies.  Despite increased international cooperation, terrorism continues to threaten our societies.

6 INTRODUCTION GENERAL OUTLOOK  Frozen conflicts hamper peaceful evolution in regional affairs.  Stability and security in the Middle East have yet to be established.  In this environment, the many challenges and opportunities presented by Turkiye’s strategic location have a direct impact on its foreign policy.

7 INTRODUCTION DEFINITION OF TURKIYE’S GEOPOLITICAL POSITION  Turkiye is located at a unique crossroads between the continents of Europe and Asia, where three seas, different cultures and civilizations meet in a highly sensitive and critical geopolitical region.

8 INTRODUCTION DEFINITION OF TURKIYE’S GEOPOLITICAL POSITION  Given this strategic position, one of the prominent features of Turkish foreign policy is its multi-dimensional nature reconciling the West with the East and the North with the South.

11 INTRODUCTION DEFINITION OF TURKIYE’S GEOPOLITICAL POSITION  Turkish foreign policy is focused on securing and cultivating a peaceful, stable, prosperous and cooperative regional and international environment.

12 REGIONAL POLICIES THE EUROPEAN UNION: TOWARDS ACCESSION  The accession negotiations with Turkiye started on 3 October 2005

13 REGIONAL POLICIES THE UNITED STATES  Full integration into the European Union does not constitute an alternative to Turkiye’s current special relations with the United States and transatlantic security connections.

14 REGIONAL POLICIES THE UNITED STATES  Turkiye’s relations with the United States and the European Union are complementary elements.  NATO membership is of crucial importance for Turkiye.

15 REGIONAL POLICIES THE UNITED STATES  The United States is a long standing ally and partner of Turkiye.  There is the necessity and a strong mutual will to further enhance our relations.

17 REGIONAL POLICIES IRAQ Turkiye's stance on Iraq  the ultimate security of Iraq lies in the ability of all groups in this country to reconcile their priorities and interests.

18 REGIONAL POLICIES IRAQ  Turkiye wants a democratic Iraq, maintaining its territorial integrity and national unity, and living in peace with its neighbors in prosperity.

19 REGIONAL POLICIES IRAQ  The continuing existence of the terrorist organization PKK/KONGRA- GEL in northern Iraq poses a serious threat to the security of Turkiye and of Iraq itself.  As a strong ally of the United States in the war on terror, we expect strong support from the US on this matter.

20 REGIONAL POLICIES IRAQ  The attack to the Askariya Shrine in Samarra was a text book sabotage operation aiming to create internal strife within this country.

21 REGIONAL POLICIES THE MIDDLE EAST  The establishment of a lasting and comprehensive peace in the Middle East as well as the evolution of this geography into a stable and prosperous region is an important issue in Turkish foreign policy.

22 REGIONAL POLICIES THE MIDDLE EAST  Turkiye has supported the Middle East Peace Process since its launching in 1991 with the Madrid Peace Conference.  Turkiye has tried to develop bilateral relations with all countries in the region,  has deployed efforts for the creation of an atmosphere conducive to regional co-operation.  has deployed efforts for the creation of an atmosphere conducive to regional co-operation.

25 REGIONAL POLICIES BLACK SEA ECONOMIC COOPERATION  The Black Sea and the Mediterranean regions should be significant components of stability in our surrounding geography.

26 REGIONAL POLICIES CYPRUS  Our recent initiatives on Cyprus, our support for the Annan Plan and our search for a tangible solution in the Island aim to help enhance stability within the Mediterranean region.

27 REGIONAL POLICIES EURASIA  Eurasia, is destined to gain increasing geopolitical significance in the new millennium.

28 REGIONAL POLICIES EURASIA  Linking Europe and Asia through energy corridors and the creation of new dynamics for regional cooperation are the main points of Turkiye’s Eurasian vision.

29 REGIONAL POLICIES ENERGY RESOURCES  With the completion of the Baku- Tbilisi-Ceyhan crude oil pipeline and other similar projects, Turkiye is destined to become an important energy hub at the juncture of Europe and Asia.

30 INTRODUCTION PEACE, DIALOGUE AND COOPERATION  Turkiye hosted in February 2002 the first ever joint forum meeting of the European Union and Organization of Islamic Conference in an effort to promote the crucial dialogue between civilizations.

31 INTRODUCTION PEACE, DIALOGUE AND COOPERATION  Turkiye together with Spain has become the co-sponsor of a new initiative for an Alliance of Civilizations launched by the Secretary General of the United Nations in July 2005.

34 REGIONAL POLICIES TERRORISM AND ARMS CONTROL  The proliferation of weapons of mass destruction and their means of delivery is a growing tangible threat in the 21st century.

36 REGIONAL POLICIES TERRORISM AND ARMS CONTROL  Turkiye sincerely desires to see that all countries will come to share the goals of non-proliferation and collectively work towards a safer and more stable world order.

37 REGIONAL POLICIES THE UNITED NATIONS  Turkiye's pursuit to make the world a better and safer place also corresponds to the ideals enshrined in the Charter of the United Nations, of which it is a founding member.

38 REGIONAL POLICIES THE UNITED NATIONS  Turkiye has announced its candidature to the UN Security Council for the term in a bid to assume an active role as a member of the Council devoted to the maintenance of international peace and security. candidature

39 A CLEAR VISION FOR THE FUTURE  It was Atatürk who said that "Mankind is a single body and each nation a part of that body. We must never say 'What does it matter to me if some part of the world is ailing?’ If there is such an illness, we must concern ourselves with it as though we were having that illness."

40 A CLEAR VISION FOR THE FUTURE  There are those who live in poverty, deprived of food, basic means of health and education.

41 A CLEAR VISION FOR THE FUTURE  There are women who because of their gender are disadvantaged and underprivileged.  There are children who die of curable diseases before reaching the age of primary education.

42 A CLEAR VISION FOR THE FUTURE  Environmental problems are multiplying alarmingly.  These problems are not confined to particular countries. They are global in character.  The solution rests with all of us.

43 A CLEAR VISION FOR THE FUTURE  We can not let pockets of poverty, hatred and intolerance prevail.  We have to extend a healing hand to those left behind and need support and affection.

44 A CLEAR VISION FOR THE FUTURE  It is the collective responsibility of all nations to work towards dispelling the misperceptions and doubts that may exist between different cultures.

45 A CLEAR VISION FOR THE FUTURE  The progress we can make to these ends will also determine the degree to which the global anti-terrorism struggle will be effective.

46 A CLEAR VISION FOR THE FUTURE  Turkiye, with the strength that it draws from its historical experience, its human resources, its culture, its democratic and secular regime, believes that these are attainable objectives and stands ready to join forces with countries that share the similar vision.
