1 Missouri Assessment Program MAP Missouri Department of Elementary and Secondary Education Mari Ann Bihr, Health/PE Consultant NGA Meeting, October 29, 2001

2 What is the MAP? A state assessment program based on State Standards. These standards are known as the “Show- Me Standards” and were developed in response to the 1993 Outstanding Schools Act (Senate Bill 380). The “Show-Me Standards” consist of 4 State Goals and Content Standards for 6 curricular areas. Outline what Missouri Students should know and be able to do.

3 Goal Standards Students of Missouri will acquire the knowledge and skills: To gather, analyze and apply information and ideas. To communicate effectively within and beyond the classroom. To recognize and solve problems. To make decisions and act as responsible members of society.

4 Health and Physical Education Content Standards 1.Structures, functions of, and relationships among human body systems. 2.Principles and practices of physical and mental health such as personal health habits, nutrition and stress management. 3.Disease and methods for prevention, treatment and control. 4.Principles of movement and physical fitness. 5.Methods used to assess health, reduce-risk factors, and avoid high- risk behaviors (such as violence, tobacco, alcohol and other drug use) 6.Consumer health issues (such as the effects of mass media and technologies on safety and health). 7.Responses to emergency situations.

5 Curriculum Frameworks A guide to help school districts build curricula to meet the Show-Me Standards. The assessments revolve around these frameworks and will determine the degree to which students are proficient in their knowledge and skills. Results from the statewide program will provide information on how well the students are doing. Data from the results can be used to help districts improve instructional programs.

6 MSIP Missouri School Improvement Program Part of the “Outstanding Schools Act” which is responsible for accrediting school districts in the State of Missouri. MAP scores are a portion of the information used for accreditation of school districts by the state. All Health and Physical Education Programs are required to have a written curricula that should meet certain specification based on the Frameworks.

7 Who was involved in the development of the Standards and Frameworks? Teachers, administrators, community leaders and higher education all participated in development.

9 Test Development Process Includes: Test and item specifications (CTB ) Content meetings Parent/community person review meeting Item development workshops Content review Bias/sensitivity review Field test Field test scoring Administration of voluntary assessment and scoring Achievement level setting

10 Grade Levels To Be Assessed Math – 4 th, 8 th & 10 th Comm. Arts – 3 rd, 7 th & 11 th Science – 3 rd, 7 th & 10 th Social Studies –4 th, 8 th & 11 th Health/PE – 5 th & 9 th Fine Arts – 5 th

11 Written Test Design for Health/PE Given at Grades 5 and 9 Takes 2 days – each day takes approximately 1 – 1 ½ hours to give. Session One: 40 score points Session Two: 30 score points Session Three: 12 score points of embedded field test items (Session 1 is given on day 1 & sessions 2 and 3 are given on day 2.)

13 Test Development CTB McGraw Hill is contracted by the State of Missouri to develop and score the test. Hundreds of Missouri teachers have been involved in item writing, achievement level setting, scoring and reviewing for content and bias as a result of this Assessment Program. Outstanding School Act provided money to districts for professional development and much of what was learned was carried back to school districts through district Professional Development

14 How the Test is Scored Scoring is done by CTB McGraw Hill in Indianapolis, Indiana. Approximately 10% of the items will be re-scored by Missouri teachers trained to use the same procedures as the scorers hired by CTB McGraw Hill. Next year we will have 9 instate scoring sites for 3 subjects (HPE is not one)

15 Local Component of Health/PE MAP Physical fitness scores are turned into Core Data during the June Cycle. 4 components of fitness are assessed (Aerobic Capacity, Flexibility, Abdominal Strength, Upper Body Strength). The Missouri Physical Fitness Manual gives the test criteria and test specifications for reaching the Healthy Fitness Range.

18 How has MAP helped Health/PE in Missouri? It has forced many districts to actually create a written curriculum for health and PE and make teachers more accountable for what they teach. It has provided many hours of in-service and professional development training for health and PE teachers. It has enhanced the development of Coordinated School Health in many districts. It has ranked up there with the “big guys” - Math, Science, Social Studies and Communication Arts.
