NFHS Rules Changes 2013 NFHS Rules Changes
STATE MEETING Coaches and players in the dugouts. A. No coaches sitting outside on a bucket. B. Discreetly speak to head coach to help out. C. If players don’t respond to you have the head coach help out. D. No help rules help umpires with this situation with a restriction. 2. Players go out of dugout during live play. A. Go ahead ask coach to help you out and issue a team warning (gently). B. Write on lineup card the warning, inning, outs, situation. C. Next time disqualify. 3. If there are no coaches boxes and no on deck circles that are marked: A. Deal with this at home plate meeting or before (jv game). B. Ask politely once. C. If they refuse, no coaches can coach offensively outside of their dugouts (home and visitors). D. No on deck hitters outside of dugouts. E. Middle Schools we’ll treat differently. If they can’t do it, let them play and call me. 4. Head Coach needs to have players line up bats and helmets outside of dugouts before games for inspections. A. This is how it’s done at state championship series. 5. Players may only have one small strip of eye black under their eyes. A. Nothing else, no war paint. B. Coaches have player remove this before the game. 6. On any given day I will assign the best available umpires to each available game. A. Umpires will be assigned to games that are at their umpiring level. 7. Make sure coaches have signed in. 8. All umpires have signed, printed and put the last four numbers of your social security numbers on sign in sheet.

LOCAL MEETING 2013 Gary Swanson Regional Supervisor of Umpires Carolinas Umpire Association Cell Work ext Frank Dicesare Associate Supervisor of Umpires Carolinas Umpire Association You are the eyes and ears of the state, school district and Carolinas Umpires Association. A. This is a huge responsibility or benefit. B. Act accordingly in the parking lot, entrance to the field, on the field and on the way home. C. Hold the game to its highest integrity. D. Be impartial and educational. E. We get paid to be professional and not get caught up in the emotions of the players, coaches and spectators. STAY ABOVE IT AND THEM. F. If you get flustered…it’s over for you and your partner. G. You are the game manager. H. If you curse or make a lewd gesture, I won’t be able to help you. I. I. We are always being filmed. 2. Class 1 or 2 umpires/State Playoffs. A. 6 clinics. B. 3 scrimmages. C. State and local clinic. D. 80%-90% on test. E. 10 games. F. Changes next year. 3. Close out dates on arbiter now. A. I start scheduling February 2 nd. B. If you can’t umpire until 5:00 me and put it on the block page of the arbiter. 4. Accept assignments on the arbiter. 3 days given accept as soon as you look. Don’t keep them pending. After 3days they are automatically declined. Expect a phone call. A. Check the arbiter, your and my website every day. B. If you don’t block off a date and I give you a game on that date and you don’t accept it, I can’t use you.
C. If you work for someone else…no problem, block those dates off. Stay open with us on Tuesdays and Fridays. D. Check Protocol for turning games back and fines. 5. me conflicts of interest and put them on arbiter. 6. Some of you don’t have pictures on the arbiter yet. 7. Some of you haven’t paid state dues yet. No games, scrimmages or rule books until paid. 8. You must have the same address on the arbiter, nchsaa and testing websites. 9. Booking fees after today will be $65.00 taken out of checks. 10. You’ll be paid every 3 weeks. 11. Crew Chief arbiter reports are due by noon the next day. A. Late reports will carry a $25.00 fee. B. Crew Chief is designated by the Red R on the arbiter on the schedule page. 12. Game time arrivals: A. Middle School and Junior Varsity=30 minutes before. B. Varsity 1 hour before. C. JV umpires don’t leave until you see the varsity umpires. 13. Crew Chiefs contact partners 36 hours before. A. If partner doesn’t respond 24 hours before the game call Gary. B. Carry your cell phones on game days. C. Have cell phones turned on 2 hours before game time. D. Call your partner early if you are in traffic and have your pregame at that time. E. If partner is not answering 30 minutes before game time call Frank or Renee. 14. Don’t change field positions unless Gary agrees to it. 15. Warning, write it down. A. Restrict. B. Disqualify/Eject. C. Call Gary. D. Do sample report on CUA website and send. E. Hear back from Gary and send official report into NCHSAA. 16. Assistant Coaches don’t get same privilege. A. Try to have head coach help you. Write it down. B. If you restrict assistant coach…the head coach is also restricted. C. If head coach doesn’t help you…restrict both of them. 17. Players or coaches ejected or DQed? 99% of the time I want a warning.
