1 Open Public Access Plan Grays Harbor County

2 To: Elected Officials, Directors, County Employees and Citizens of Grays Harbor County The natural resources of Grays Harbor County are vital to our economic well-being. The health of our community is dependent on providing access to these resources for future generations. Access to our ocean, the rain forest, rivers and streams, and our public county, state and federal lands have provided many business and personal opportunities for outdoor recreation. We believe it is important to not only maintain access to these areas, but improve them as well. This proposal outlines a strategy to maintain and improve access to Grays Harbor County’s natural resources. The Board of County Commissioners agrees that a policy of “no net loss” of public access is critical. We define “no net loss” as a goal to maintain and improve all access points to public land and waterways. This proposal is intended to address strategies to maintain and improve what already exists, in an effort to ensure preservation and access to our public lands. 3 Working with neighbors to maintain access Define all access points to public land within the county: including roads, rivers, streams, lakes, and property. Determine if the property and access points are owned by the city, county, state or federal governments. Submit a letter of intent to the stake holder requesting that access to the public be maintained. The Board of County Commissioners believes in maintaining “no net loss.” Define Access Points Define Public Property Owner Submit Intent of Access Preservation January 26, 2015Open Access Plan3

4 Don’t decommission our public roads It is important to maintain access to our wildlife and natural resources

5 Grays Harbor County believes that NO NET LOSS of Public Access to Our public lands is vital to our future Decommissioning roads has a negative impact to our local economy, yet it is becoming a prevalent practice. We believe it is important to maintain and improve public access to our game, wildlife, land, waterways, and ocean. Continuing to maintain roads and trails offers access for recreational activities, such as: hunting, fishing, berry picking, horseback riding, mushroom picking, salal picking, forest thinning, hiking and picnicking. Access to these lands improves the quality of life for us all. It is important to the citizens of Grays Harbor County that there is not diminishing access. A “No Net Loss” strategy ensures we provide the leadership, planning and funding for access to be protected. The 2015 Board of County Commissioners believes strongly in the legacy of treating our natural resources as an asset to be protected and enhanced for business and recreation.
