5 Study of the Highway Impacts Due to the Location of Ethanol Facilities Specifically focuses on the proposed Ethanol & Biodiesel plant at Spiritwood, ND – which will be part of the proposed Spiritwood Energy Park  100 MGY Ethanol production  35 MGY Biodiesel production  50 Megawatt coal electric facility Analysis includes:  Estimation of the corn basis change as a result of plant location  Estimation of changes in production due to basis change  Modeling commodity flow using a GIS/Cube network analysis  Estimation of the impacts of the incremental traffic on the state, federal, and county systems surrounding the proposed facility
