USDA Food Aid Quality Study Overview In 2007, USDA and USAID devised a 3-part project to upgrade and improve the existing mix of food aid commodities. USDA Part II: Commodity Sampling and Testing Protocol. USAID Part III: Enrichment and fortification formulas for commodities. USDA Part I: Standardizing Existing Commodity Specifications.
