4 WHY SHOULD THERE BE KATCHI ABADIS? WHY CAN NOT EVERYONE LIVE IN A DECENT HOUSE, IN A WELL PLANNED NEIGHBORHOOD, WITH ALL AMENITIES OF CIVIC LIFE? DO PEOPLE LIVE IN KATCHI ABADIS FOR THE FUN OF IT? IS IT THE KATCHI ABADI DWELLERS OWN FAULT THAT THEY LIVE THERE OR ARE THEY VICTIMS?

5 MIGRATION IN 1947 AFTER INDEPENDENCE WHEN OVER 600,000 REFUGEES ARRIVED FROM INDIA CONTINUOUS INFLOW OF MIGRANTS OF RURAL POOR FROM ALL OVER PAKISTAN TO THE CITIES IN SEARCH OF EMPLOYMENT WHEN LARGE SCALE INDUSTRIALIZATION STARTED IN MID-1950’s IN KARACHI NO MAJOR INVESTMENT WAS MADE IN AGRICULTURE DURING THIS PERIOD. THIS POLICY CONTRIBUTED TO THE RURAL-TO-URBAN MIGRATION IN 1960’s AND IN THE SUCCEEDING YEARS THE EMERGENCE OF KATCHI ABADIS IN SINDH, ESPECIALLY IN KARACHI CAN BROADLY BE LINED AS UNDER

6 MIGRATION IN 1971 AFTER SEPARATION OF BANGLADESH, A LARGE NO. OF PEOPLES MIGRATED TO URBAN SINDH FROM FORMER EAST PAKISTAN THE THIRD MAJOR INFLUX TOOK PLACE IN EARLY 1980’s, THE ARRIVAL OF ILLEGAL IMMIGRANTS FROM AFGHANISTAN NO SOCIAL POLICY ON AN APPROPRIATE SCALE EXISTS TO ADDRESS THE SHELTER ISSUE OF LOW INCOME COMMUNITIES SHORTAGE OF AFFORDABLE HOUSING

7 BEFORE WE PROCEED FURTHER, LET US HAVE AN OVERVIEW OF THE HOUSING SITUATION IN PAKISTAN TO PLACE THE PROBLEM OF LOW INCOME COMMUNITY IN CONTEXT. DEMAND – SUPPLY GAP OF URBAN HOUSING IS UNDER: HOUSING BACKLOG IN PAKISTAN5.5 million units ANNUAL URBAN HOUSING DEMAND (ESTIMATED) 300,000 units (65% for low income group) ANNUAL FORMAL SECTOR SUPPLY110,000 units ANNUAL DEMAND-SUPPLY GAP190,000 units DEMAND-SUPPLY GAP MET BY KATCHI ABADIS INFORMAL SUB-DIVISIONS OF AGRICULTURAL LAND DENSIFICATION OF INNER CITIES AND EXISTING SETTLEMENTS 25% 60% 15%

8 FROM URBAN HOUSING DEMAND- SUPPLY GAP, IT IS CONCLUDED THAT WITHOUT THE ESTABLISHMENT OF KATCHI ABADIS AND WITHOUT INFORMAL SUB-DIVISION OF AGRICULTURAL LAND PEOPLE MIGHT WOULD BE STARTED LIVING ON THE STREETS LIKE MUMBAI, INDIA

9 MAJOR URBAN GROWTH -IN 1950’s 4.13% -IN 1970’s 4.76% -IN 1980’s4.98% AS PER LAST CENSUS, THE URBAN GROWTH IN PAKISTAN IS NOW 3.46% THE GROWTH RATE OF KARACHI WERE 11.5% IN 1950’s, 5% IN 19070’s & 4.96% IN 1980’s AND NOW OFFICIALLY IS 3.52% THE PROVINCE OF SINDH, POPULATED BY 43% OF PAKISTAN’S URBAN POPULATION, TAKES AN IMPORTANT PLACE IN THIS RESPECT. IN 1981, SINDH HAD SIX CITIES WITH A POPULATION OVER 100,000. THE 1998 CENSUS REVEALS THAT KARACHI HAS 9.8 MILLION INHABITANTS, HYDERABAD CLOSE TO 900,000 AND SUKKUR 236,000.

10 THE RURAL POOR COME TO THE CITIES IN SEARCH OF JOBS. THESE MIGRANTS ARE TOO POOR TO BUY OR RENT A HOUSE OR BUY A PIECE OF LAND, OR OBTAIN LOANS FROM OFFICIAL AGENCIES. MOST OF THEM ARE FORCED TO FIND SHELTER IN SUB STANDARD AREAS. THEY ONLY FIND SHELTER THROUGH INFORMAL AND MOSTLY ILLEGAL MEANS. THEY OCCUPIED WHATEVER OPEN SPACES OF STATE/PRIVATE LAND WERE AVAILABLE. THE ACTIVITY WAS SPONTANEOUS AND NO BROKERS OR LAND GRABBERS WERE INVOLVED IN THE PROCESS. THE SETTLEMENT GREW HAPHAZARDLY, THERE WAS NO PLANNING FOR ROADS OR PROVISION OF SERVICES.

11 AROUND 1970’s AND ESPECIALLY AFTER THE FALL OF DHAKA, A NEW PHENOMENON STARTED SENSING A BIG DEMAND FOR NEW HOUSING, A NEW CLASS OF PEOPLE KNOWN AS PROFESSIONAL LAND GRABBERS, BROKERS OR DALLALS EMERGED. THEY OCCUPIED VAST TRACTS OF VACANT STATE LAND AT THE PERIPHERY OF THE CITY AND PARCELLED IT OUT INTO SMALLER PLOTS FOR THE POOR AND THE LOW-INCOME PEOPLE. THE NEEDY PAID THEM THE MONEY AND GOT INSTANT POSSESSION WITHOUT ANY PAPER WORK AND TITLE DOCUMENT. SERVICES CAME SLOWLY AND GRADUALLY. THIS WAS THE BEGINNING OF ESTABLISHMENT OF BIG KATCHI ABADIS LIKE BALDIA, ORANGI ETC.

12 THE INFORMAL SECTOR RATHER THE LAND GRABBER FILLED THE GAP OF LAND SUPPLY TO THE LOW-INCOME PEOPLE BY GETTING THE ADVANTAGE OF WEAKNESS IN SUPPLY OF HOUSES BY THE FORMAL/PUBLIC SECTOR

15 GOVERNMENT ATTEMPT TO RESETTLE KATCHI ABADI DWELLERS IN BUILT UP UNITS LIKE IN KORANGI AND NEW KARACHI UNDER GREATER KARACHI RESETTLEMENT PLAN STARTED IN 1958 AND WAS ABANDONED IN 1964 THE SECOND PROGRAMME DURING CONSISTED OF THE DEVELOPING PLOTS IN BALDIA, ORANGI & QASBA WHERE PEOPLE COULD BUY CHEAP PLOTS AND BUILD THEIR OWN HOUSES THE THIRD PROGRAMME DURING WHEN KATCHI ABADI DWELLERS WERE OFFERED FLATS IN LINES AREA AND LYARI

16 REGULARIZATION AND UPGRADATION OF KATCHI ABADIS AT THE SAME PLACE WAS BECOME STATE POLICY DURING 1975 THE FIRST ATTEMPT WAS MADE BY DEFUNCT KMC IN COLLABORATION WITH UNDP TO UPGRADE SUB-STANDARD URBAN AREAS IN KARACHI IN 1978 MARTIAL LAW ORDER (MLO)-67 WAS PROMULGATED UNDER WHICH ALL KATCHI ABADIS EXISTING ON OR BEFORE WERE TO BE REGULARIZED. THE PROGRAMME WAS IMPLEMENTED IN 1978 AND WAS CALLED “KATCHI ABADI IMPROVEMENT & REGULARIZATION PROGRAMME” (KAIRP) SUPPORTED BY THE WORLD BANK AND ASIAN DEVELOPMENT BANK.

17 MLOs-110 & 183 WERE PROMULGATED IN 1982 WHEN THE WORK OF REGULARIZATION, IMPROVEMENT AND DEVELOPMENT OF KATCHI ABADIS WERE ASSIGNED TO THE DEFUNCT LOCAL COUNCILS OF SINDH

18 IN VIEW OF THE FAILURE OF THE WORK UNDER DEFUNCT LOCAL COUNCILS, SINDH GOVERNMENT FELT THE NEED ENTRUST THE TASK TO A SEMI- AUTONOMOUS ORGANIZATION CUT-OFF DATE WAS EXTENDED UPTO WITH THE CONDITION THAT DWELLING UNITS SHOULD NOT BE LESS THAN 40 SINDH KATCHI ABADIS ACT WAS PROMULGATED IN 1987 SINDH KATCHI ABADIS AUTHORITY (SKAA) WAS ESTABLISHED IN 1987 UNDER SECTION 4(I) OF THE ACT ADMINISTRATIVELY, SKAA COMES UNDER LOCAL GOVERNMENT, KATCHI ABADI & SPATIAL DEVELOPMENT DEPARTMENT

19 TO ENSURE REGULARIZATION, IMPROVEMENT, UP-GRADATION AND RE- SETTLEMENT/RE-LOCATION OF PRE-1985 KATCHI ABADIS/SQUATTER SETTLEMENTS BRINGING THEM AT PAR WITH OTHER POSH LOCALITIES OF CITIES/TOWNS AND LAUNCHING LOW COST HOUSING SCHEMES TO PROVIDE SHELTER FOR THE SHELTERLESS

27 IN ORDER TO PROVIDE SHELTER TO LOW-INCOME PEOPLE, MALIR DEVELOPMENT AUTHORITY IN COLLOBORATION WITH SAIBAN (AN NGO) HAS STARTED LOW COST/INCREMENTAL HOUSING SCHEME AT TAISER TOWN, KARACHI ALL OF US MUST STRIVE TO GIVE BETTER LIVING TO THE DEPRIVED PEOPLE GOVERNMENT OF SINDH TO PROVIDE RS.50 MILLION AS SEED MONEY TO SKAA FOR LOW COST HOUSING SCHEME. THE AMOUNT TO BE USED AS A REVOLVING FUND FOR PROVIDING BOUNDARY WALL TO THE ALLOTEE GOVERNMENT OF SINDH TO PROVIDE LAND TO SKAA AT A RATE AT WHICH RECENTLY GIVEN TO AGHA KHAN UNIVERSITY CHIEF EXECUTIVE DIRECTIVES ON LOW-COST HOUSING SCHEME (ISSUED DURING HIS VISIT TO KARACHI ON 25 TH & 26 TH DECEMBER,2001)

28 INCREMENTAL HOUSING SCHEMES SHOULD BE PUBLICIZED IN MEDIA AND CONCEPT SHOULD BE HIGHLIGHTED DURING HIS NEXT VISIT TO KARACHI, A VISIT TO LOW- COST HOUSING SCHEME MAY BE ARRANGED DIRECTOR GENERAL, SKAA TO GIVE PRESENTATION ON INCREMENTAL HOUSING SCHEMES IN KARACHI ON NEXT VISIT. ALSO A BRIEF BE SENT TO THE PRESIDENT, CE SECRETARIAT FOR IMPLEMENTING IT IN URBAN AREAS OF PAKISTAN KESC AND KW&SB TO PROVIDE UTILITIES ON CONCESSIONAL RATE FOR POOR PEOPLE
