Problem Definition Define the problem being addressed by the research topic The inadequate supply of qualified, current, and aligned systems engineers across industry, academia, and government, now and in the foreseeable future, is inadequate to meet demand.

Purpose/Objectives of a Research Effort Define what you would plan to accomplish as a result of the research e.g. analyze, prototype, create a framework, create a roadmap –Define the requirements for the SE workforce –Understand the reasons for the status quo –Create a roadmap for system engineering workforce development within an agreed framework to meet the requirements

Benefits of a Research Effort Higher probability of meeting workforce requirements –Clearer path for careers and organization More versatile, efficient (systems) engineering workforce Less risk of program failure due to under- qualified, not up-to-date, or mis-aligned personnel

Approach of a Research Effort Apply SE to SE workforce development –Define the requirements by manpower models and stakeholder input –Catalog and model the status quo for current and projected needs and supply of systems engineers –Identify benchmarks from existing SE development programs across government, industry, academia and national borders Salient features Successes Inhibitors –Analyze and synthesize –Develop pilot SE development program

Potential Sponsors List potential sponsors and specific focus areas they may have, if any –OSD DDRE – defense workforce –Services –NSF –DHS, NASA, other government –DAU – defense workforce –INCOSE – SE profession –Intelligence Community

Potential Collaborators List potential collaborators and specific areas of expertise they would bring to the research effort –SERC –NDIA –INCOSE –BKCASE partners
