1 REPORT OF THE PERFORMANCE OF THE PSD FORUM EVENT CALENDAR A PRESENTATION TO PSD FORUM MEMBERS DURING THE 2010 BUDGET HARMONIZATION SESSION BY THE PSD FORUM SECRETARIAT MARCH, 2010

3 BACKGROUND INFORMATION;- THE AUGUST 13 TH 2009 MANDATE OF THE PSD IN PLENARY In its August ‘09 meeting, the PSD Forum in plenary, adopted the proposal by her Secretariat, to carry out the following critical activities amongst others;- S/NEVENT / ACTIVITY 1Initiate and undertake a Capacity Building Programme for Secretariat Staff 2Convene Planning sessions with the PSDF MGT. Committee 3Facilitate Framing sessions with the sundry Committees of the PSD 4Initiate and undertake Capacity Building on the use of the M & E System developed for the NDRDMP for stakeholders 5Initiate and undertake the development of a credible Advocacy Strategy for the full implementation of the NDRDMP 6Initiate and undertake processes to guide the establishment of other tiers of the PSD Forum (with emphases at the State level) 7Initiate and undertake the development of a Regional GIS / Geo- database, for the PSD Forum

4 BACKGROUND INFORMATION;- THE AUGUST 13 TH 2009 MANDATE OF THE PSD IN PLENARY S/NEVENT / ACTIVITY 8Initiate and undertake Capacity Building / Train-the-Trainers workshop series on Growing Effective Democratic Institutions for Sustainable Development in the Niger Delta Region; The Role of Local Government Councils. 9Initiate and undertake Capacity Building / Training workshop on Planning and Budgeting for Sustainable Development of the Niger Delta communities 10Initiate and undertake a training workshop series on Growing & Sustaining Effective Organizations; Perspectives on Partnering for Organizational Development. 11Initiate and undertake a Capacity Building / Training workshop Series on the M & E System developed for the 12Initiate and undertake activities that would culminate in the convening of an international summit of CSR in the NDR, and the implementation of the outcomes and outputs of the summit

7 CHALLENGES AND COPING STRATEGY ADOPTED BY THE SECRETARIAT  Funding: The fact that the Management Committee of the PSD Forum has not been constituted & inaugurated, and given the mandate to source funds for the Secretariat, means that NDDC continues to carry the role of funding the Secretariat  Delays in the inauguration of the PSD Forum Management Committee: Only Abia, Edo and Rivers States and the Coalition of Niger Delta NGOs, have as yet forwarded the names of their nominees to the Management Committee to the Secretariat. The Secretariat is currently handicapped without this Committee in place.  We present these challenges in the hope that they would be appreciated and addressed in this meeting.

8 SUCCESSES IN THE ADVOCACY STRATEGY FOR THE FULL IMPLEMENTATION OF THE NDRDMP  CSOs identified, to represent the interests of each Senatorial District through out the Region  Key draft contents of the Advocacy Strategy developed.  Frequently asked questions about the NDRDMP assembled The issues of note include:  How has this process been driven?  What components of this initiative are outstanding?  How can other members of the PSD Forum now support

9 FRAMEWORK FOR PROJECT DELIVERY S/NACTIVITYLOCATIONREMARKS AAnalysis of the existing situation and development of an Advocacy Strategy 11 – day interactive session with the EXCO, Forum of Niger Delta NGO’s (to select three CSOs per State, to participate in the regional Advocacy strategy development sessions). Port Harcourt, Rivers State  Participants of the Forum of NDR NGO’s  NDDC Headquarters office 21 - day interactive session with representatives of the Commission to agree the content of the advocacy programme. (9.00am – 3.00pm) Port Harcourt, Rivers State  CSOs, as well as Headquarters and State Offices staff of NDDC 3Develop appropriate capacity building plan to drive the advocacy programme. South-Sea Datcomm LimitedOutputs and outcomes of this process to be conveyed to PSD Forum in Plenary 41-day workshop to fine tune the Advocacy strategy and develop appropriate instruments for deployment of the Advocacy programme. (9.00am – 3.00pm) Port Harcourt, Rivers State  Participants, to be drawn from NDDC Headquarters and State Offices, CSOs and OPTS

S/NACTIVITYLOCATIONREMARKS BMobilisation and Participation – Deployment of Advocacy Tools 1A 1-day second level workshop at the regional level, facilitated by the PSD Secretariat to internalise the advocacy strategy within the PSD Forum as well as set clearly defined pathways for deploying the advocacy package down to the grassroots level. 3 – State Cluster Events, to be held in Akure, Ondo State, Owerri, in Imo State, and Yenegoa, Bayelsa State. Participants in each Cluster, drawn from the membership of the PSD Forum, Traditional Institutions, Youth and Women groups, Trade Unions and the media. 22-day mobilization workshops in each of the nine States of the region to initiate the deployment of the Advocacy package. All nine States of the Niger Delta Region Participants in each State, drawn from LGA Authorities, the membership of the PSD Forum, Traditional Institutions, Youth and Women groups, Trade Unions and the media. CMonitoring, Evaluation and Sustainability (South-Sea Datcomm Limited) Capacity Building for selected CSOs / community reps involved in this programme, on the utilisation of the M & E System of the Master Plan. Port Harcourt, Rivers State  Participants, to be identified from the nine States of the Niger Delta Region, the Civil Society.

Facilitate a workshop to fine tune the Advocacy strategy and develop appropriate instruments for deployment of the Advocacy programme Mobilisation and Participation – Deployment of Advocacy Tools A 1-day second level workshop at the regional level, facilitated by the PSD Secretariat to internalise the advocacy strategy within the NDDC and other stakeholders. NGOs / CBOs selected and trained in the course of 5 above will now be enabled to effectively pursue the advocacy strategy in their respective States under the supervision of the Secretariat. Monitoring, Evaluation and Sustainability Advocacy commencement in all 9 States, driven by CSOs, Secretariat responsible for supervision & feedbacks to the PSD. The CSOs / community reps involved in this programme, further trained in the utilisation of the M & E System of the Master Plan for their eventual involvement in Plan evaluation and review processes. 13 WHAT PSD FORUM MEMBERS CAN DO TO SUPPORT THIS PROCESS S/NINVOLVING THE PSD FORUM MEMBERS ARequest special interest workshop sessions to appreciate the Advocacy Strategy Document - This presents opportunities for a wider audience within each stakeholder’s constituency, to interact with the draft advocacy document and assure that special interests and massages have been addressed - Stakeholders requesting special interest sessions would be expected to fund same B Participate in PSD Forum meeting to internalyze the Advocacy Strategy - This event is proposed for the 2 nd week of April - It is slated for Calabar, Cross River State C Identify components of the workplan for deploying the Advocacy Strategy, for funding
