3 Overview of Phibro-Tech 3 WHO WE ARE: Phibro-Tech, Inc. is a metal-based industrial recycler and a manufacturer of copper based products. Phibro-Tech employs over 60 employees on a 4.7 acre lot. WHAT WE DO: Phibro-Tech helps all Californians stay safe, healthy and sustainable. Since 1984, Phibro-Tech has served the electronic, semiconductor and water treatment industries by taking in their used materials, recycling them, and using those materials to manufacture new products. WHAT WE PRODUCE/TREAT: 1.Ammonia Etchant: Used to make electronics such as phones and computers 2.Copper oxide and copper carbonate: Widely used in the electronics industry, automotive industry and as a catalyst to help keep the air clean. 3.Water: Municipalities use liquid ferric chloride as an approved method to treat drinking water

5 Key Waste Recycling and Product Customers Copper is an essential nutrient for plants and animals and is also widely used in plumbing and the electronics industry. Our products include copper oxide and copper carbonate, which are used in the automotive industry and as a catalyst to help clean the air. Waste Recycling – Primarily from the electronic and semiconductor industry. Water Treatment – Ferric and ferrous chloride are used by California municipalities to treat wastewater and ferric chloride is used to treat drinking water. 5

6 Recycling Ammonia Etchants Phibro-Tech reuses the ammonia in a new batch of etchant. Turns the copper into copper oxide and sells the copper oxide to another customer, which is used as a pigment or catalyst

7 Recycling Ammonia Etchants Phibro-Tech is the only etchant recycler west of the Mississippi River. We recover 55 lbs. of copper from one drum of ammonia etchant hazardous waste. If not recycled, the ammonia etchant hazardous waste would require treatment and disposal in a land fill or deep well. A copper mine would have to excavate approximately 30,000 lbs. of earth to collect the equivalent amount of copper recycled from one drum of etchant! 7

9 Helping our Customers Recycle Water Our liquid ferric chloride is approved for use in drinking water treatment. Our liquid ferric and ferrous chloride are also used for wastewater treatment and odor removal in order to beneficially reuse recycled water. About two-thirds of California’s recycled water is used for irrigation and 14% is used for groundwater recharge. 18 Soil Vapor (Solvent) Extraction Progress 2008 to Present Goal Since 2008 the solvent levels in the soil under Phibro-Tech have been reduced by more than 85%. 18

19 Cleanup Next Steps Phibro-Tech is committed to using the most effective methods to clean up the contaminants in the soil and groundwater at a total cost we estimate will exceed $12 million. Continue soil vapor (solvent) extraction until we meet background levels per the Department of Toxic Substances Control (DTSC). The Pilot Test injections have successfully cleaned up the hexavalent chrome in the groundwater and soil in the test area. We are discussing with the DTSC expansion of the Pilot Test technology to continue cleanup of the soil. Awaiting permit renewal from the DTSC regarding proposed plan to clean up the Pond 1 area soil. 19

20 Permit, Violations and Corrective Actions 20

21 Phibro-Tech operates pursuant to a permit that was issued in The permit was issued for 5 years, with, by law, its terms and conditions remaining in effect while DTSC processes Phibro-Tech's application for a permit renewal. Phibro-Tech applied to renew its permit in Phibro-Tech's operations must comply with the 1991 permit and any changes in the law since then. The DTSC inspects Phibro-Tech on an annual basis to confirm compliance with the 1991 permit and current law. DTSC issued a draft of the new permit in Hazardous Waste Permit

22 Class 1 Violations from DTSC Inspections 10/9/03 – 17 violations 7/30/07 – 8 violations 5/21/10 – 5 violations All Violations Were Promptly Corrected Feedback from the DTSC as well as other regulators, customers and stakeholders help drive continuous improvement activities on our site. 22

23 2010 DTSC Consent Order Violations A small amount of metal sweepings was found in a trash can. Floor sweepings, primarily scrap cans, were found in a storage tote. Small cracks in the containment coating were found. Small cracks in the containment coating were not recorded in a log. 4 tablespoons of nickel filter cake was found on asphalt near the storage roll off bin. 23

25 Continuous Air Monitoring Ammonia and hydrochloric acid sensors are calibrated monthly and monitored by a 3 rd party monitoring company. The South Coast Air Quality Management district audits compliance with our air permits. Ammonia Sensor HCl Sensor 25

26 Environmentally Responsible Transportation One of our drivers was recently named driver of the month by the California Trucking Association for over 1,000,000 miles of accident free driving. Our transportation activities are regulated by the U.S. Department of Transportation and California Highway Patrol. 26

28 Environmentally Responsible Transportation Soot Smog 28 Today’s commercial trucks have extremely low emissions. In 1994, a single truck put out the equivalent PM2.5 of ten trucks today and the equivalent NOx of twenty-five trucks. Emissions are expected to fall even further as new technologies are introduced. 100% of Phibro- Tech tractors meet the EPA2010 regulation. (NOx)

29 Emergency Response Team The emergency response team and the Santa Fe Springs and LA County Fire Departments jointly perform training exercises on a routine basis. The Santa Fe Springs Fire Department audits our facility to ensure we comply with the fire code and our Conditional Use Permit. 29

30 Approximately 500,000 gallons of rainwater are beneficially used in the production processes each year. Our water discharge is continuously monitored. We are regulated and audited monthly by the LA County Sanitation Department. Water quality monitoring reports by the City of Santa Fe Springs and the San Gabriel Valley Water Company document that the drinking water supply in Santa Fe Springs and the surrounding areas are safe. 30 Water Sustainability Efforts

32 Phibro-Tech Summary Phibro-Tech helps make California businesses sustainable by recycling hazardous wastes into products valuable to society. Phibro-Tech operations have no impact on the drinking water, soil or air. We are responsibly and successfully cleaning up the historical contamination on the site, which pre-dated our ownership and operations. Phibro-Tech is reaching out to educate stakeholders on our business practices and cleanup efforts. 32
