7 Brief History of PBS After independence of Pakistan, Central Statistical Office (CSO) was setup by the Government of Pakistan in 1950 as an attached department of Economic Affairs Division. Since then statistical system was reviewed from time to time by both local and foreign consultants. In 1972, on the recommendation of IBRD Mission, Central Statistical Office (CSO) was upgraded to a full-fledged Statistics Division.

8 Brief History of PBS The Division was re-organized in 1981 and its technical wing (the then CSO) was converted into Federal Bureau of Statistics (FBS) as one of its attached departments. As a step forward Government of Pakistan has established Pakistan Bureau of Statistics, by merging Federal Bureau of Statistics (FBS), the Population Census Organization, The Agriculture Census Organization and the Technical wing of Statistics Division.

9 The General Statistics (Reorganization) Act, 2011
Government of Pakistan has established Pakistan Bureau of Statistics w.e.f. 23rd December, The former Federal Bureau of Statistics, the Agriculture Census Organization, the Population Census Organization and the Technical Wing of Statistics Division have been merged in Pakistan Bureau of Statistics. The Secretary, Statistics Division is authorized to hold the additional charge of the post of Chief Statistician. Organizational Re-structuring is in progress

10 The General Statistics (Reorganization) Act, 2011
Change of Name from Federal Bureau of Statistics (FBS) to Pakistan Bureau of Statistics (PBS) Under the Act, three data collecting departments i.e FBS, Population Census Organization, and Agriculture Census Organization have been merged into PBS The General Statistics (Reorganization) Act, 2011, governs the collection, compilation, and dissemination of statistics. The Act authorizes the Statistical Authorities and the Governing Council to ensure smooth statistical operations in the country.

11 The General Statistics (Reorganization) Act, 2011
PBS is an autonomous body headed by Chief Statistician who is also Federal Statistics Authority under the Statistics Act The Act ensures confidentiality of information on individual, firm or institution and provides legal coverage to statistical activities in the country and also ensures that the collected information is used only for statistical purposes. The Act ensures statistical reporting and individuals or establishments that fail to supply data or supply false data can be fined/imprisoned under the Act

12 Governing Council The powers and functions of the Bureau and the general and over all direction, management, control and superintendence of the affairs of the Bureau shall vest in the Governing Council and all actions, decisions, guidelines, directions, orders and policies made or issued by the Governing Council in the exercise of the said powers and functions shall be sent to the Bureau for compliance and implementation.

13 Governing Council The Federal Government shall constitute the Governing Council consisting of at least seven members. The members will be i) Minister for Finance, Revenue, Economic Affairs and Statistics who shall be the Chairman of the Governing Council ii) Secretary, Statistics Division iii) Chief Statistician of the Bureau and iv) four members shall be appointed by the Federal Government from private sector who shall be eminent professionals of known integrity and competence The Chief Statistician of the Bureau shall act as Secretary of the Governing Council

23 Implementation of International Standards/Practices
International Standards Industrial Classification (ISIC) Pakistan Standard Industrial classification (PSIC 2007) has been adopted from United Nations’ “International Standard Industrial Classification of all Activities” (ISIC), Revision 3.1 Pakistan Standard Industrial classification (PSIC Rev ) has been prepared and published by adaptation from International Standard Industrial Classification (ISIC REV. 4) Implementation of System of National Accounts (SNA) 2008 Pakistan is following the concepts of SNA 2008 in its re-basing of National Accounts from to The preparation of Central Product Classification (CPC) in line with CPC Version 2 of United Nations, is in progress. 23

24 Implementation of Regional Statistical Projects
PBS Training Wing has conducted a training program on "Short -Term Business Statistics" held during 5-7 November 2012 with the collaboration of Statistical, Economic and Social Research and Training Centre for Islamic Countries (SESRIC) Pakistan hosted the 4th High Level Expert Group (HLEG) Meeting of the ECO National Statistical Offices during 7-8 April, 2011 A training program on CSPRO software has been scheduled from 26th November to 14th December, 2012 at PBS Training Wing A training program on STATA software was conducted during 3rd September to 7th September 2012. Various trainings/workshops are organized for the Capacity Building of the Staff of PBS 24

25 Implementation Status of the Proposals of 4th HLEGM Held in Islamabad
Agenda Item No. Proposal/Recommendation Status Item No.7 Para 13 Development of ECO Statistical Network (ECOSTAT) Development of ECO Statistical Network (ECOSTAT) PBS has nominated DDG (DP) as focal person for ECOSTAT. Para 14 Provision of updated data, information, news and comments to the ECO Secretariat to be placed on the network PBS regularly supplies variety of statistical information/socio-economic data to ECO Secretariat as per the demand for the ECOSTAT and other ECO Reports and Publications. Para 15 Views and suggestions on the development of the ECO Statistical Network Comments of the PBS on ECOSTAT were supplied to ECO Secretariat Item No.8 Para 16 Regional Harmonized Statistical Methodology -Nomination of Representative for the Committee on Regional Harmonized Statistical Methodology PBS has nominated Dr.Bahrawar Jan, DDG, to represent in the committee. Item No. 9 Para 19 ECO Comprehensive Capacity Building Programme Proposals and views on ECO Comprehensive Capacity Building Programme Pakistan delegation may like to suggest that ECO Secretariat may arrange Trainings on Quarterly National Accounts, Supply and Use Tbale, Informal Sector Statistics, Environmental Accounting System, Health Accounting System, GIS and Computer Packages for Statistical analysis as well as exchange of Statistical experts, provision of financial support for statistical development projects in ECO-Member Countries. 25

26 Implementation Status of the Proposals of 4th HLEGM Held in Islamabad
Agenda Item No. Proposal/Recommendation status Para 20 Need for an individual model of Statistical Capacity Building (SCB) based on the NSDS of ECO Member Countries PBS has developed its National Statistics Development Strategy (NSDS) Item No.10 Para26 International Cooperation GIZ invitation to ECO NSOs for participation in the E-Learning Course on National Accounts This training was arranged at Islamabad by GIZ during July 2011, but due to shortage of time, ECO Member Countries could not be invited for the Training. Item No.11 Para 29 Provision of input for the compilation of ECO Annual Economic Report 2010 PBS regularly supplies data to ECO Secretariat for ECO publications including Annual Economic Report. Nomination for the Committee on Regional Harmonized Statistical Methodology Dr. Bahrawar Jan, DDG, has been nominated to represent Pakistan in the said committee. Arrangement for participation in the 3rd MHNSO to be held on May 2011 in Kabul. Mr.Munir Ahmad Aslam, DDG, PBS, attended the meeting. 26

Implementation Status of the Decisions / Recommendations of the Report of the 4th Meeting of the ECO High Level Expert Group on Statistics 7-8 April,2011, Islamabad Pakistan S.No. Decisions / Recommendations Implementation Status 1 The 166th CPR Meeting held on 23rd February 2011 welcomed official upload of the ECO Statistical Network (ECOSTAT), presented by the Representative of the Statistical Centre of Iran in Member States about this matter and requested them to explore ECOSTAT and provide their views and comments regarding the further upgrades of the Network before launching ECOSTAT, the Statistical Centre of Iran provided training to the Member States through a formal note verbal to nominate their Focal Points for ECOSTAT form the National Statistical Offices Turkey has expressed its views that the establishment of ECOSTAT was successful and it will act as useful platform for exchange of data and information in the region. Pakistan Bureau of Statistics has nominated DDG (DP) as focal person for ECOSTAT. 28

Implementation Status of the Decisions / Recommendations of the Report of the 4th Meeting of the ECO High Level Expert Group on Statistics 7-8 April,2011, Islamabad Pakistan S.No. Decisions / Recommendations Implementation Status 2 Under this Agenda item the Secretariat presented to the meeting the detailed content and functioning of the ECOSTAT to the meeting in this presentation all the documents, data and statistics ( Compendia and ECO Key Statistical Indicators), charts and diagrams, news and publications which are available in the network were introduced to the Member States. The main part of the network (Login) which produce analytical Statistical reports for the Members States, was also demonstrated to the delegates in this connection, the Secretariat draw the attention of the meeting to active and continued cooperation of the ECO NSO’s in providing timely and updated data, information news and comments to the Secretariat to be placed on the network. Pakistan Bureau of Statistics regularly supplies variety of statistical information ( socio-economic data) to ECO Seretariat as per their demands for the ECOSTAT and other ECO-Reports / Publications. dia 29

It was suggested by the delegation Pakistan that all views and proposals of Member States on the development of the ECOSTAT could be forwarded to the Secretariat to be considered by the 3th meeting of the ECO Heads of the NSO’s, scheduled to be held on may 2011 in Kabul. Comments of Pakistan Bureau of Statistics on ECOSTAT were supplied to ECO Secretariat. 30

Implementation Status of the Decisions / Recommendations of the Report of the 4th Meeting of the ECO High Level Expert Group on Statistics 7-8 April,2011, Islamabad Pakistan dia S.No. Decisions / Recommendations Implementation Status 4 Establishment of the Committee on Regional Harmonized Statistical Methodology was agreed by the 3rd HLEGM on Statistics held on 5-6 October 2010 in Kabul which discussed modalities for working on a system of harmonized concepts, definitions, standards and methodologies among Eco NSOs following the meeting the Secretariat requested the Member States to nominate their representative to this Committee by the time, Turkey, Iran and Afghanistan have nominated their representatives for this Committee. The meeting reiterated its request to the remaining member States to nominate their representative to the Committee by 10th May, 2011. Pakistan Bureau of Statistics nominated Dr. Bahrawar Jan, Deputy Director General to represent in the Committee on Regional Harmonized Statistical Methodology. 31

Implementation Status of the Decisions / Recommendations of the Report of the 4th Meeting of the ECO High Level Expert Group on Statistics 7-8 April,2011, Islamabad Pakistan dia S.No. Decisions / Recommendations Implementation Status 5 The Draft Overview of the Process of Coordination by NSO’s in the ECO Member States which was prepared by the Secretariat was discussed in the 3rd HLEG Meeting on Statistics and considered by the Member States as comprehensive Capacity Building Strategy for ECO. Following the said meeting, the Secretariat requested National Statistical Offices of the ECO region, to provide their relevant views and proposals on ECO Comprehensive Capacity Building Programme on Statistics. The Secretariat has confirmed receipt of views and proposals from the Republic of Turkey the Islamic Republic of Iran and the Islamic Republic of Afghanistan. Pakistan delegation may like to suggest that ECO-Secretariat may arrange Trainings on Implementation of UN-System of National Accounts -2008, Quarterly National Accounts, Informal sector statistics Environtal Accounting System, Health Accounting System and Computer Packages for Statistical analysis as well as exchange of Statistical experts, provision of financial support for statistical development projects in ECO-member Countries. 32

Implementation Status of the Decisions / Recommendations of the Report of the 4th Meeting of the ECO High Level Expert Group on Statistics 7-8 April,2011, Islamabad Pakistan S.No. Decisions / Recommendations Implementation Status 6 The Republic of Turkey stated that each member country needs an individual model of the Statistical Capacity Building (SCB). it was suggested that national policy makers of each country formulate their own action plan for SCB in cooperation with their national institutions. After each Member State develops its national statistical strategy for SCB, ECO Secretariat or a committee should design and develop ECO’s Comprehensive Capacity Building Strategy based on the NSDS Meanwhile, Turkey announced its readiness to send its experts of TurkStat for consultancy services to ECO member countries in cooperation with SESRIC in view with its work programme, if so desired by Member States. Pakistan is already benefiting from the GIZ technical assistance for capacity building in the form of Trainings and office equipment such assistance from ECO-Secretariat for capacity building will be welcomed. As far as National Statistics Development Strategy is concerned. Pakistan Bureau of Statistics has already developed its strategy (NSDS). dia 33

Implementation Status of the Decisions / Recommendations of the Report of the 4th Meeting of the ECO High Level Expert Group on Statistics 7-8 April,2011, Islamabad Pakistan dia S.No. Decisions / Recommendations Implementation Status 7 GIZ Bernd Struck, Principal Advisor of Germany International Cooperation Organization informed the meeting about the recent activities of the organization for development of statistics. He briefly explained the joint project of GIZ with Federal Bureau of Statistics of Pakistan on implementation of the System of National Accounts (SNA 2008) and informed the meeting on holding E-Learning Course in National Accounts, scheduled to be held in July 2011 in Islamabad. He invited ECO NSOs for participating in this course and offered provision of local hospitality to participants of this course from ECO Member States. This Training was arranged at Islamabad by GIZ, but due to shortage of time. ECO Member Countries could not be invited for the Training. 34

Pakistan Bureau of Statistics regularly supplies data to ECO-Secretariat for ECO Publications including Annual Economic Report etc. 35

The remaining Member States were requested to take action on this issue. Dr. Bahrawar Jan, Deputy Director General, Pakistan Bureau of Statistics, Islamabad has been nominated to represent Pakistan in the said committee. 36
