7 Our next steps begin today: – Identify the most serious disturbances to the local population; – Identify the cause(s) of the disturbances; – Identify reasonable and practical solutions tailored to address the source(s) of those disturbances; – Identify a proposed action that addresses the identified problem(s); – Hold additional meetings/hearings/workshops to provide opportunity for public comment; – Thoroughly consider the benefits and impacts of each of the alternative solutions to the identified problems; and – Decide whether to proceed with adopting an alternative or alternatives. What’s next? 7

8 1.What is the problem? -Precise problem -Unique local interest 2.How shall we solve the problem? -Examine all reasonable alternatives -Select best option for East Hampton What public comment do we need? 8

9 Preliminary draft problem definition: How do we define/refine the problem? 9 Aircraft noise events disturb communities in immediate proximity and even far distant from East Hampton Airport during the times of day and times of year when outdoor enjoyment and entertaining is an integral part of the East End lifestyle. These events are disturbing and disruptive for three reasons: -The frequency with which they occur during peak periods; -The duration of individual events; and -The absolute volume of events.

10 – No action – Ban/Closure Ban certain aircraft types – Time-Based Restrictions Time of day Days of the week Seasonal – Fee-Based Restrictions Time-based fees Equipment-based fees – Air-Traffic Flow Mgmt. Slotting system What is the range of alternatives? 10 – Mitigation Sound insulation Residential acquisition and relocation – Voluntary Measures Voluntary curfew Voluntary agreement with carriers and/or FAA re: routes or altitudes – Federal Restrictions Mandatory North Shore transition routes New South Shore rule
