3 The Project Title – Renovations and Expansion of Catholic University, Wau, Western Bahr El Ghazal State – South Sudan The bidders are mainly required to provide the required resources in the ITB, experiences,  Parties Involved – USAID/ROSS/UNOPS  Donor – USAID-South Sudan under Responsive Assistance for Priority Infrastructure Development (RAPID) programme.  Objectives: is to improve institution training/learning capacity  Expected Outcomes– Student and farmer to benefit from the training and acquire agricultural skills.  Beneficiary Counties and State – Catholic University, Wau town/County-Western Bahr El Ghazal State, South Sudan 3 PRE BID MEETING-CATHOLIC UNIVERSITY PROJECT

4 Project Scope The major scope of the works include Site clearance and setting out Foundations, ground slabs, walling and roofing Doors/Windows/Gates and finishes Mechanical, Electrical and Plumbing services Chain link fencing All works as detailed in Specifications, Bills of Quantities and Drawings; and as approved by the Employer’s Representative. 5 Responsibilities  The Contractor is required to  mobilize the specified resources required (construction materials cement, sand, aggregate, re-bars, water, fuel…etc ) to the site and deploy sufficient manpower for works execution.  manage all technical issues in relation with the works  undertake overall planning and execution of the construction works.  The Employer (UNOPS) will have the role of  overall supervision of the construction works  overseeing quality of works  monitoring and controlling work targets/progress as approved on contractor’s program of works  approving the completion of scheduled tasks or work packages 5PRE BID MEETING- CATHOLIC UNIVERSITY PROJECT

6 Bidding Instructions  Bid Submission: All Returnable Bid Schedules in a sealed envelope (one envelope system)  Bid currency – USD  Request for Clarification of Bidding documents-5 days prior to deadline for submission of bids.  Bid validity - 90 days  Bid Security: Bidders shall provide bid security for an amount equivalent to 1.2% of the Bid price in the form set out in Returnable Bid Schedule 2-Form of Bid Security (Mandatory) 6PRE BID CATHOLIC UNIVERSITY PROJECT

7 Bid Submission  Submission – Mail or personal delivery by closing date : NO /ELECTRONIC DELIVERY  Bid closing- 2 nd January hrs (12noon)  Bid opening- 2 nd January hrs(3 PM)  (Public Opening)-bidders can assign respective representatives to attend the bid opening 7PRE BID MEETING- CATHOLIC UNIVERSITY PROJECT

9 Bid Evaluation and Award  Preliminary Examination: - UNOPS may reject or exclude bids that :  Do not comply with the ITB requirements,  are incomplete, frivolous,  contain material deviation or reservation to the terms of the ITB  Evaluation:-Bids will be evaluated according to Section III of the ITB.  Evaluation Procedure:- two step procedure o 1 st Step: Technical Compliance Bids shall be evaluated for technical compliance using a combination of two methods; 1. A point system measured against satisfaction of the technical criteria set out in the ITB tables; A bid must get (70%) pass mark (obtainable score on Technical Evaluation Stage criterion to be considered for financial evaluation, and 2. A “pass or fail” system based on satisfaction of the submission requirements stated in Schedules 1-3 and o 2 nd step: Financial Compliance o Bids found to be technically compliant will be evaluated on:  Price and value for money  Bids that are priced above or below 20% of the Engineer’s Estimate shall be disqualified. 9 PRE BID MEETING- CATHOLIC UNIVERSITY PROJECT

10 Contract Data Contract time- Max of 6 calendar months including mobilization period. Payment: On the 30 th of each month (or as otherwise agreed by the Parties) the Contractor must submit a payment request/invoice to the Employer’s Representative. 10PRE BID MEETING- CATHOLIC UNIVERSITY PROJECT

11 Non Eligible Suppliers / Contractors PRE BID MEETING – CATHOLIC UNIVERSITY PROJECT11  Bids submitted by bidders in the following category will not be considered for evaluation or award:-  Suspended by UNOPS  Included in UN Terrorist List  Suspended by UN Procurement Division  Declared ineligible by the World Bank  Advanced developing countries (or bidders whose parent company originates from an Advanced Developing Country) as further listed in the ITB Article 4 (excluded nationalities)

12 General Notes/Advice  Bidders need to understand fully the strategy of work involved to submit reasonable offer  No compensation will be made as a result of variation in quantity  There will be no advance payment  After accepting the bid, the Contractor shall submit breakdown of item rates, where required 12PRE BID MEETING- CATHOLIC UNIVERSITY PROJECT

13 13 General Notes/Advice  Make sure that All the Returnable Bid Schedules are completed and returned with the bid All the evaluation criteria listed in Section III of the ITB are adequately addressed

14 Other Important Site Information Accessibility - the proposed project site is accessible from Wau town. Materials availability - water for construction is available from the nearby Jur River; murram is available within the university compound and plenty in Wau; all other manufactured construction materials can be obtained from Wau or anywhere depending on the contractor’s plan. Soil characteristics - the soil type at the site is lateritic red soil (murram) within the Main Campus, and Sandy silt soil at the university farm. Labour availability - readily available unskilled labour, and small number of semi-skilled and skilled labour in Wau Town. Proper project planning will be crucial determinant to the successful project completion. Prospecting bidders to gather relevant construction material market prices in order to build up realistic unit rates when bidding. 14
