2 AMO Freeze June 21, 2012 What Does It Mean? AYP determinations will be based on AMOs from the school year AYP determinations will be based on AMOs from the school year and no status assigned – baseline year for new accountability plan. Bottom line it gives us a two-year window to transition to a new balanced and meaningful accountability system without the threat of sanctions and status and time for implementation of our Alabama specific ESEA Waiver.

3 Waiver Components 1. Do you want to be able to waive AYP for state-developed, ambitious but achievable, annual measureable objectives based on growth rather than status with a focus on continuous improvement? 2. Do you want to waive School Improvement sanctions and budgetary and programmatic requirements based on the School Improvement status of the school? **For #1 and #2, replace with a state-developed assessment, recognition, accountability, and support plan 3. Do you want to be able to remove the 40% poverty rate for designating a school as Title I Schoolwide for schools identified as priority or focus schools? 4. Do you want to be able to flex 1003(a) School Improvement funds to serve any priority or focus school identified as most in need of additional support? 5. Do you want to be able to utilize Title I Reserve funds to recognize Reward Schools that show high-performance and/or high-growth progress? 6. Do you want to be able to waive the Highly Qualified Improvement Plan and replace it with a state-developed system of meaningful evaluation and support focused on informing professional development and improving practice? 7. Do you want to be able to transfer 100% of Title I funding among applicable programs? 8. Do you want to be able to flex 1003(g) School Improvement funds to serve priority schools in the most need of support? Optional—Do you want to be able to flex the use of 21 st Century Community Learning funds to support expanded learning time during the school day?

4 Conditions to Receive Waiver I would support adopting college- and career-ready standards. I would support developing and administering annual, statewide, aligned, high-quality assessments that measure growth. I would support the development of a state-specific and differentiated Recognition, Accountability, and Support Plan. I would support the development of guidelines for local Teacher and Principal Evaluation and Support System. I would support the reduction of any duplication and unnecessary administrative and reporting requirements from the State Department of Education (SDE). I would support annually reporting the college-going and college credit-accumulation rates for all students and subgroups of students. I would support the development and administration of alternative assessments for the most significantly cognitively impaired students. I would support the development and administration of assessment for English Language Proficiency. I would support reporting to the public a list of Reward, Priority, and Focus Schools based on the state-developed Recognition, Accountability, and Support Plan. I would support annually reporting to the public and to the SDE the aggregate distribution of teachers and principals by performance level. I would support reporting student growth in reading and math for teachers of subjects as required under the State Fiscal Stabilization Fund.

12 ALABAMA HIGH SCHOOL GRADUATION REQUIREMENTS This one approach to the Alabama High School Diploma removes the need for endorsements or the Alabama Occupational Diploma. The focus will be on the coursework taken that necessitates a clearly articulated and individualized four-year high school plan built for each student based on the results from the EXPLORE academic and career interest assessment and middle school coursework.
