2 Title 30-A M.R.S.A §2702 Provides that certain municipal personnel records are confidential and are not public records under the Maine Freedom of Access Act (FOAA). These records are: Medical information Performance evaluations and personal references submitted in confidence Information about the personal history, general character or conduct of members of an employee's immediate family Information about the creditworthiness of a named employee Complaints, charges or accusations of misconduct, replies to those complaints, charges or accusations and any other information or materials that may result in disciplinary action.

3 Recent Questions From Residents Are all town funds accounted for? YES Why are the people of the town being asked to cover rescue’s debt?  Rescue is a revenue based, Town department as of 2010.  A negative on the books by ANY Town department affects the whole town. It potentially hurts our credit rating, it can raise our finance interest rates when borrowing funds or buying equipment.  Your Selectmen and all department heads have made great efforts working together to provide a way to cover “Old” Rescue’s debt.

4 Recent Questions From Residents What is the proposed payment for this deficit?  Each Town department head has been asked to reserve a certain percentage of their budget from this current year. The voters need to vote whether they want to appropriate these monies to cover the rescue deficit.  $70,000 Old FEMA monies that have been earmarked since 2011  $34,413 FEMA designated for roads from fiscal year 12/13 FEMA MONEY IS A REIMBURSEMENT FOR BUDGETED MONIES SPENT DURING EMERGENCIES

12 Hello, I have finished going through The ambulance runs on the MEMSR website and wanted to give you a breakdown of what I found. There were a total of 208 patients care reports or trip records logged into the MEMSR website for the period of October 1 st through December 31st. Most of the statuses of the runs were very confusing at first because the statuses were marked as “non-billable” or “Billed”. Of the runs that were marked as “billed”, Comstar did not have records of these runs in our system and have not billed for these runs. I can only assume that the prior administration marked these runs as “billed” as an intention to have these runs billed but never sent them to Comstar to be billed. Comstar has printed out all of the runs that were marked with the status of “billed” and “ready for billing”. The total of runs being billing by Comstar is 50 and will appear on the next set of closing reports as commitments. These 50 runs are being billed out today. The 158 runs marked as non-billable seems to be unusually high. These were mostly patient refusals and no patient contacts. This was also very confusing when I found a single incident having multiple no patient contacts. This in itself does not make a lot of sense because how would you know how many patients you didn’t make contact with. These runs should only have generated 1 no patient contact form. 31 Due to severe lack of equipment maintenance, we currently had to spend $2,819.80 to repair the suspension on Rescue 1, which is back in service.

32 While being repaired, a moderately serious oil leak was noted on Rescue 1 which will need to be repaired in the very near future. Worst case scenario estimated cost is $8,500.00 due to the having to tear down the top end of the engine and possibly replacing the Turbo unit. Many other costs are facing us to get this equipment back in reliably safe condition. Tires on EMS 1 and Rescue 1 before snow flies are good examples.

33 Due to the costs of repairing the damage to this department’s equipment, please support the $40,000.00 subsidy on this June’s Ballot for the Rescue Department.
