2 HAMBURG TOWNSHIP LAKELAND TRAIL, TOWNSHIP PARKS, AND SENIOR/COMMUNITY CENTER MILLAGE PROPOSAL Shall the limitation on taxes which may be levied against all property each year in Hamburg Township, Livingston County, Michigan be in an amount not toexceed.25 mill ($0.25 on each $1,000.00 of taxable valuation) for a period of ten (10) years, 2009 to 2018 inclusive, for the purpose of providing funds for the operation and short and long term maintenance of the Lakeland Trail, Township Parks, and the Hamburg Township Senior/Community Center? If approved by the voters, the estimated revenue that would be collected in the first calendar year is $248,063.22.

3 HAMBURG TOWNSHIP TAX RATE PROPOSITION FOR HAMBURG TOWNSHIP POLICE SERVICES Shall Hamburg Township be allowed to levy against all property in the township for the purpose of providing funds for the operation of Police services in the township an amount not to exceed 1.5 mills ($1.50 on each $1,000.00 of taxable valuation) for a period of ten (10) years, 2009 to 2018 inclusive. If approved by the voters, the existing Police millage will be retired. If approved by the voters, the estimated revenue that will be collected in the first calendar year is $1,488,379.11.

4 HAMBURG TOWNSHIP RECALL PROPOSAL Statement of Reason: Hamburg Township Clerk Matthew Skiba shall be recalled for: 1) Refusal to follow Board directives; 2) Developing unauthorized agreements on behalf of Hamburg Township; 3) Unauthorized changes to Township Board policy; 4) Disrespectful, accusatory and condescending behavior toward the public, fellow Board members and Township personnel; 5) Spending unbudgeted funds; 6) Demanding that employees sign pledges of loyalty to Clerk Matt Skiba; 7) Hiring a deputy who behaves in an unprofessional manner; 8) Demanding the taxpayers pay an unqualified deputy more than $55,000 per year; 9) Secretly recording conversations he has with members of the public and employees; 10) Using a remote listening device. Justification of Conduct: You, the voters of Hamburg Township placed a sacred trust in me when electing me as your Clerk last November. The filers and circulators of the Recall petition, all documented supporters of the former Clerk Joanna Hardesty, have disenfranchised your vote as a Hamburg Township resident in the form of this Recall. 44th Circuit Court Judge Hatty, declared that accusations 15 and 910 were found to be unclear and do not set forth an act or acts or clearly state facts or identify the transaction. Furthermore, I never demanded any pledge of loyalty nor did I demand any particular amount of salary for my Deputy. The fact is that several different wage proposals were made during the negotiation process. The qualifications and professionalism of my Deputy have nothing to do with my fitness for the Office of Clerk. These allegations are false. It is my desire to continue to serve you, the voters, as Clerk of Hamburg Township, to the best of my abilities, despite the hostilities and harassment I face. Shall Matthew Skiba be recalled from the office of Hamburg Township Clerk?
