4 Section 20 : Declaring (1)Local Authority declares All of council Pass a resolution (2) When all of council not available one council member may make declaration on behalf of the local authority (3) Identify the nature of the emergency and where the emergency exists (4)Population must be notified by any means (5)Forward a copy to the province 4

6 Sample News Release SAMPLE NEWS RELEASE DECLARATION OF LOCAL EMERGENCY NEWS RELEASE The (RM, Town….)___________ of ________________________ has declared a Local Emergency, due to (ExplainProblem)___________________________________________________________________ _____________________________________________________________________________ _____________________________________________________________________________ ___________________________ as of ______of ______________, 20____ at (time)__________. This Declaration of Local Emergency is authorized under the Province of Saskatchewan's Emergency Planning Act. The citizens of the (RM, Town…..)_________ of _______________________ are asked to obey all laws, regulations and orders, for the duration of the emergency. Your co-operation with emergency response personnel will greatly assist in recovering from this emergency. This Declaration requires that these personnel will discharge their duties as required. (list any other remarks here such as public inquiry phone numbers, traffic re-routing, health warnings, evacuation instructions etc.). _____________________________________________________________________ ______________________________________________________________________

7 Section 21: Powers Once declaration is made these powers may be used or delegated (1) The powers you can utilize (2) Compensation for use of property (3) Borrowing of money to pay for emergency expenses Within 60 days By bylaw (4) Borrowing of money must be approved by the Minister (5) Assent of electors is not required with bylaw (6) Delegating the powers

8 Section 22: Termination Expires after 7 days Can be terminated when no longer required Lt. Governor may terminate 8

10 Section 23: Describes what the municipality needs to do to terminate. The process is the same as declaring the emergency

11 Section 15: Liability Where there is an emergency declared local authorities are protected for liabilities for actions taken in good faith Not withstanding local authorities are liable for gross negligence in the carrying out of their duties under this act.
