Creating Solutions, Changing Lives 2 Introduction Bill Morrison is the Chief Operating Officer for Easter Seals Nebraska. In this role, Bill is responsible for the direct service programs and day-to-day operations for one of the most successful non-profit organizations in the region. Bill has over 15 years of executive management experience in business development, operational improvement and strategic planning. As the COO, Bill is responsible for all direct service programs, financials and internal operations for Easter Seals Nebraska. Bill attended the University of Nebraska and Bellevue University. He has previously chaired the Board of Directors for the National Association of Street Schools and has participated in advisory committees for the Omaha Street School, Open Door Mission, Salvation Army and Special Needs Council of the BSA.
Creating Solutions, Changing Lives 3 Today’s Objectives Three Primary Objectives: 1.Corporate Engagement is a Process The objective is to understand Easter Seals Nebraska’s business process and relate that to your organization. 2.Practical Application The objective is to preview the templates Easter Seals Nebraska used both for their Board of Directors and for employer engagement. 3.Exercise The objective is to begin thinking about your organization’s business, network and project goals.
Creating Solutions, Changing Lives 4 ESN Program Timeline Jun. - Jul. 2008: ESN was educated by VR regarding pending changes to the National Ticket-to-Work program. Jul. - Oct. 2008: ESN developed a business case and educational materials to initiate a new EN Program. Milestone! Nov. 2008: ESN was approved as an EN. Nov Jul. 2009: ESN developed internal processes to acquire, process and administer Tickets. Milestone! Jul. 2009: ESN receives first payment from Maximus. Jul Oct. 2009: ESN refined program infrastructure. Oct present: ESN is a recipient of MIG funding to expand, replicate and educate our EN Program. Jan present: ESN develops employer engagement materials. Milestone! May 2010: ESN signs first Employer MOU.

Initiation - Business Case, Pro Forma, Program Goals – Begin with the end in mind; Define your vision; Explain your mission by defining “How will you reach your vision?”; Plan your steps; “Do the financials make sense?” Outcome: Committee Approval 2.Planning - Business Plan; Answer the WWWWW and H of the program; Outcome: Board Approval 3.Execution - Operational Plan; includes timeline and program implementation; Review and refine program; The goal is a solid, sustainable infrastructure. Outcome: Program Team Approval 4.Growth - Strategic Plan; Once the model has matured, the program is ready to expand it’s boundaries.
Creating Solutions, Changing Lives 7 Business Concept Easter Seals Nebraska (ESN), serving Nebraskans with special needs since 1924, seeks to create a new program that will serve individual’s that seek to become more independent through employment. As the next generation of our Workforce Development service, this program will utilize work incentives from the Ticket-To-Work program along with our staff experience to supplement our current service line. ESN will become an Employment Network (EN) in conjunction with changes being made to the National Ticket-To-Work program. As an Employment Network, ESN will develop processes and procedures to assist beneficiaries in finding and retaining employment, execute an outreach plan to fellow providers to educate on the benefits of becoming an EN and replicate a fee-for-service business model that encourages businesses to hire individuals with special needs.
Creating Solutions, Changing Lives 8 Market Research In Nebraska, The Population is estimated at over 1.75 million. Over 200,000 are served by Medicaid. The number of Tickets in the state of Nebraska is 52,676. Every county has Tickets but Douglas, Lancaster and Sarpy have 50.7 % of the total. Our goal - Employment for those who want to work and opportunities for all.

Creating Solutions, Changing Lives 10 Board Support Easter Seals Nebraska staff is asking the Board of Directors to approve the creation of the Employment Network program. This program will be an extension of our current Workforce Development service and come under the direction of Angie Howell, Workforce Development Program Director and encompass the following vision: Create opportunities for individuals with special needs to become Independent Through Employment Services.
Creating Solutions, Changing Lives 11 Board Support Our initial charter over the next twelve months will be to utilize staff expertise and secured funding to develop the following deliverables: 1.Develop the Employment Network Business Plan, including a complete needs assessment, market analysis and Pro Forma. 2.Assist with the development of program infrastructure, management data systems and training. 3.Conduct outreach and build strong working relationships with local government, providers and stakeholders. 4.Advocate for the expansion of employment opportunities for individuals that have a desire to work.
