Architects/ Architecture in World History: 1.Architects have been around for about 5,000 years (and were active in early civilizations); 2.The term/ title Architect comes from 2 Greek words that mean “Master Builder”; 3.As the “Master Builder”, the ancient & earlier Architects must know everything about buildings; 4.Architecture is unique because it is the only major profession that is both art and science; 5. The Practice of Architecture in the PH: 1.Maestros de obras and pensionados preceded Professional Architects in the PH; 2.Professional Architects first registered and/or licensed by the PH Government in 1921; 3.About 30,000 Registered Architects (RAs) over the last 91 years; and 4.At present, about 14,000 Registered and Licensed Architects (RLAs) renew their PRC licenses (ID cards) and their IAPOA-UAP membership annually. s 3, October 2012 Towards a Better Appreciation of Architects & R.A. 4 C. Regulation of the Architectural Profession: 1. R.A. No. 9266 is a special law that is in FULL EFFECT i.e. NO TRO/ injunction and NO consti- tutional question on any of its provisions; its full implementation and enforcement has NOT been stopped by any Court Order or Decision; 2. Primary jurisdiction over the architectural profession is with the PRC (and the PRBoA), NOT with the DPWH NOR with the DILG; DPWH is only in charge of the implementation/ enforcement of P. D. 5 C. Regulation of the Architectural Profession: 4. the TRUE text of Sec. 302 of P. D. No. 1096 (the 1977 National Building Code of the Philippines/ NBCP) does NOT state (NEVER stated) that PH Civil Engineers (CEs) can sign or dry seal ARCHITECTURAL documents; 5. A DTI CIAP PCAB license is still required for registered & licensed Architects (RLAs) wanting to engage in construction contracts (under R.A. 6 C. Regulation of the Architectural Profession: 6. R.A. No. 9266 is supported by an IRR, a Code of Ethics & Standards of Professional Practice (SPP); 7. Administrative Complaints against RLAs are filed and heard at the PRC; penalty is the suspension or revocation of the certificate and license to practice; 8. Criminal Complaints re R.A. No. 9266 violations may be filed at the PRC and endorsed to the Fiscal’s Office OR filed directly with the LGU Fiscal’s Office; 9. Special Complaints re R.A. No. 9266 violations may be filed by anyone against ANY erring Government Official (at the Office of the Ombudsman or with the Presidential Anti-Graft Commission/ PAGC). s 6, October 2012 Towards a Better Appreciation of Architects & R.A. 7 D. Mandated Preparation of PH Architects: 1. a B.S. Architecture degree (with about 50 units or 10 semesters of architectural planning & design and about 80 units of other architectural subjects); 2.2 years (3,840 hours) of diversified training in architecture under a Mentor-Architect (apprenticeship) in the planning and design of buildings; 3.pass the State Licensure Examination of Architects (LEA) which is the only board exam that is 100% about the planning and design of buildings and their sites/ settings; 4.secure a certificate and license to practice Architecture on PH soil from the PRC/ PRBoA; and 5.it takes approx. 7.5 years to become a full-fledged PH Architect because of the required immersion/ training process (NOT a requirement for civil engineers/ CEs). s 7, October 2012 Towards a Better Appreciation of Architects & R.A. Mandated Undertaking of PH Architects: 1. renewal of the 3-year license to practice (PRC ID card) ; 2.membership (and preferably good standing as well) in the IAPOA-UAP, the only recognized APO for PH Architects at the present time; 3.Continuing Professional Education (CPE) for specialization, where applicable; 4.act as Mentors in training future Architect; and 5.prepare, sign and seal ARCHITECTURAL documents (as part of building permit application documents). s 8, October 2012 Towards a Better Appreciation of Architects & R.A. 9 F. Architects & Housing Projects : Architects possess academic training and are tested in their licensure (board) exam for stock knowledge relating to: 1.compliances with P.D. No. 1096 (1977 National Building Code of the Philippines/ NBCP) & its IRR; 2.compliances relating to P.D. No. 957 (Subdivisions) and in B.P. No. 220 (Socialized Housing) and their respective IRRs; 3.sustainable design and Green Architecture; 4.architectural programming, space planning and management, anthropometrics, etc.; and 5.Asian & Southeast Asian tropical design. s 9, October 2012 Towards a Better Appreciation of Architects & R.A. Architects & Subdivision Projects: Architects possess academic training and are tested in their licensure (board) exam for stock knowledge relating to: Architects possess academic training and are tested in their licensure (board) exam for stock knowledge relating to: 1.site analysis, site planning and site development plan (SDP) preparation; 2.physical planning (specially for housing & subdivision planning projects); 3.limited urban design and appreciation of landscape architecture; and 4.mandated compliances under physical planning & environmental design laws. s 10, October 2012 Towards a Better Appreciation of Architects & R.A. 11 H. Architects & Condominium Projects: Architects possess academic training and are tested in their licensure (board) exam for stock knowledge relating to: 1.compliances with P.D. No. 1096 (1977 National Building Code of the Philippines/ NBCP) & its IRR; 2.compliances relating to P.D. No. 957 (Condominiums); 3.sustainable design and Green Architecture; 4.architectural programming, space planning and management, anthropometrics, etc.; 5.structural design concepts & building utilities; 6.building types and occupancies; and 7.Asian & Southeast Asian tropical design. s 11, October 2012 Towards a Better Appreciation of Architects & R.A. 12 I. The Architects have prepared long and hard for Your Housing/Condo/Subd. Projects as they: 1.are the specialist professionals for the planning and design of buildings i.e. they prepared 7.5 years for the job (compare with CEs with only 5.5 years of preparation); 2.are the only State-regulated professionals who passed a licensure examination that is 100% about the building and design of buildings (no other board exam or professionals come close). s 12, October 2012 Towards a Better Appreciation of Architects & R.A.
