3 History 1903 bill was passed to create the Idaho Industrial Reform School for the Commitment of Wayward Youths June 18 th 1987 Resolution 25 was unanimously passed 1989 Juvenile Justice Reform Act enacted 1994 House of Representatives passed Concurrent Resolution No. 56

4  Lack of facilities and programs for the placement of juvenile offenders;  Lack of facilities and programs available for the placement of juvenile offenders close to their homes  Affordable substance and alcohol abuse programs  Access to aftercare services  Increased jurisdiction over juvenile offenders parents or legal guardians

5  Increased detention time  Increase capacity of detention availability at the regional level  Revise the truancy laws  Protect governmental entities from liability for injuries incurred by community service workers  Provide more training to judges who handle juvenile cases

6  Penalize individuals who provide drugs or alcohol, and/or who shelter runaway children without parental consent;  And change intake criteria for entry of juvenile offender into the Youth Services Center

7  14 year old James Robert Lee Moore shot and killed officer Ronald Wade Feldner  Moore was in a stolen car; when Officer Feldner approached, Moore shot him with a handgun  This case made it’s way to the US 9 th Circuit Court of Appeals  Moore was sentenced to 25 years to life

9  Juvenile Justice Reform Act was enacted 1989 but still needed work  Of the 5500 juveniles in the system, 95% remain in their home communities, in county programs or under county supervision  The vast majority of these youths become productive Idaho citizens

10  The Idaho system of today works, the majority of the juveniles go on to become productive adults and citizens  Idaho reflected and revised it’s system to work on the critical needs  This system’s grade would be in the A-/B+ range
