The Palestinian Authority: Perpetuating the Conflict Through Incitement to Hate, Promotion of an Ethos of Violence an Struggle, and Non-development of a Culture of Peace
Incitement and non-development of a culture of peace are actions and messages whose purpose is to: Develop an ethos of violence, struggle or enmity towards Israel and the Jewish people Demonize Israel or the Jewish people Negate the principle of peace Deny the basic rights of the Jewish people These actions and messages are in our opinion the primary obstacle to peace
We do not consider as incitement and non-development of a culture of peace actions and messages which reflect the Palestinian leadership’s political positions regarding issues to be negotiated between Israel and the PLO.
The central message of PA institutions, media and officials reflects the Palestinian narrative, which is composed of three central components: 1.Cultivating the belief that all of ‘Historic Palestine’ (from the Mediterranean to the Jordan River) will return to Palestinian control, and denial of Israel’s right to exist as a state, let alone as the nation-state of the Jewish people. 2.Demonization and dehumanization of ‘the Zionists’- Zionist Jews in general and Israelis in particular.
3. All forms of struggle- including terrorist attacks-are legitimate in principle. The decision as to which form to employ is made according to the circumstances. Agreements with Israel do not negate the legitimacy of the struggle.
Examples of the First Component Cultivating the belief that all of ‘Historic Palestine’ (from the Mediterranean to the Jordan River) will return to Palestinian control, and denial of Israel’s right to exist as a state, let alone as the nation-state of the Jewish people.
The names of the countries neighboring "Palestine" are written in English: Lebanon, Syria, Jordan and Egypt. There is no mention of Israel. [Palestinian TV - Apr. 27, 2009]
PA Chair Abbas sits front row, center while performer declares: “We promise to stand behind you, Abbas” as we return to “Haifa, Rosh Hanikra and the Jordan Valley” Abbas and other PA and Fatah leaders sit front row at a musical performance broadcast on PA TV. The singer declares "We commit and promise to stand behind you, oh Abu Mazen [Abbas], until Judgment Day. In spite of the Palestinian claim that the articles contradicting the Oslo agreements were removed from the Palestinian National Charter in 1998, the original 1968 charter still appears in full on many PLO websites with no mention of any subsequent modifications. Article 2: Palestine, with the boundaries it had during the British Mandate, is an indivisible territorial unit. Article 15: The liberation of Palestine, from an Arab viewpoint, is a national (qawmi) duty and it attempts to repel the Zionist and imperialist aggression against the Arab homeland, and aims at the elimination of Zionism in Palestine.
Ambassadors, journalists, human rights activists and American Arab leaders were among those who attended the ceremony at the home of Maen Rashid Ereikat, president of the Commission General of the PLO in Washington when Hanan Ashrawi, a member of the Executive Committee of the PLO, presented Thomas with the award on behalf of Abbas. We're asking everybody today, any comments on Israel? Thomas: Tell them to get the hell out of Palestine…Remember, these people are occupied and it's their land. It's not German, it's not Poland... Nesenoff: So where should they go… Thomas: They can go home. Nesenoff: Where's the home? Thomas: Poland, Germany...
Palestinian narrator: "I'm from Jaffa, I'm from Haifa, I'm from Acre, I'm from Nazareth… Where are you [Israelis] from? Where are you from? Where are you from? Of course, you're from Ukraine; of course, you're from Germany, from Poland, from Russia, from Ethiopia, the Falasha (pejorative for Ethiopian Jews). Why have you stolen my homeland and taken my place? Please, I ask of you, return to your original homeland, so that I can return to my original homeland. Abbas Zaki: “When we say that the settlement should be based upon these borders, President Abbas understands, we understand, and everybody knows that the greater goal cannot be accomplished in one go. If Israel withdraws from Jerusalem, evacuates the 650,000 settlers, and dismantles the wall – what will become of Israel? It will come to an end… Netanyahu, Lieberman, Obama, all those scumbags…If we say that we want to wipe Israel out- c'mon, it's too difficult. It's not [acceptable] policy to say so. Don't say these things to the world. Keep it to yourself.” Al Jazeera interview with Fatah Central Committee member Abbas Zaki, on day of Mahmoud Abbas' UN speech (23.9.11) View (http://www.youtube.com/watch ?v=RyhuqthF2UM) View (http://www.youtube.com/watch ?v=RyhuqthF2UM)
Examples of the Second Component Demonization and dehumanization of ‘the Zionists’- Zionist Jews in general and Israelis in particular.
“The occupation and its actions are the ever-present nightmare…attacks by settlers which find expression in the uprooting of trees, burning of mosques, training dogs to attack us and sending wild pigs to destroy our lands. The settlers are acting against us in three ways: When they find any person, they attack him, they have trained dogs very well for this purpose, and they also trained pigs to uproot our trees…” PA Chair Abbas’ speech in Ramallah on eve of departure to the UN (16.9.11)
Introduction to PA TV program on Palestinian prisoners depicts fictitious torture methods allegedly used in Israeli prisons (11.1.10) 1- Burning a prisoner's chest with an iron. 2- Drilling a hole through hand. 3- Burning into shoulder with a soldering iron. 4- Hanging prisoner by arms while chains pull at his body. 5- Squeezing a prisoner's head in a head press. 6- Chopping off a prisoner's hand.
Live broadcast: Opening of the first Forum for Arab women sports journalists, in the presence of PA Prime Minister Salam Fayyad and PA Chairman of the Palestinian Olympic Committee Jibril Rajoub. Rajoub: "I say also – and on behalf of Palestine: Something that has no place in the dictionary of Palestinian sportsmen is the subject of normalization with the occupation. Impossible, impossible, impossible… I understand by normalization that the relationship between me and you will be normal, that we'll play [sports] together and there'll be a joint program. I say to you: Under no circumstances will there be normalization. Next time we are prepared to bring the Executive Committee in helicopters… so they will see no Jews, no Satans, no Zionist sons of bitches. Come by helicopter and go back by helicopter." The following is an article about Jibril Rajoub's letter of appreciation to the president of the International Olympic Committee, Jacques Rogge: The letter "expressed appreciation for [Rogge's] position, who opposed the Israeli position, which demanded a moment's silence at the opening ceremony of the Olympic Games in London”. The letter stated: “Sports are a bridge to love, interconnection, and spreading peace among nations; it must not be a cause of division and spreading of racism between them.” [Al-Hayat Al-Jadida, July 25, 2012]
Iran’s Vice President Mohammad-Reza Rahimi: “The Islamic Republic of Iran will pay for anybody who can research and find one single Zionist who is an addict. They do not exist. This is the proof of their involvement in drugs trade.” [NYT, 26.6.2012]NYT District governor of Jenin, Talal Dweikat regarding the problem of drug use in Palestinian society: “…the Israeli occupation is not satisfied with the occupation of Palestinian land, but also seeks to harm the Palestinian people and to destroy it and its national enterprise, as a continuation of its Zionist enterprise." Examples of the Third Component All forms of struggle- including terrorist attacks-are legitimate in principle. The decision as to which form to employ is made according to the circumstances. Agreements with Israel do not negate the legitimacy of the struggle.
“…I want to remind [them] that resistance to the occupation is a broad all-inclusive concept, with various means and tools, which are determined at each stage by the supreme national interest…Israel continues its unjust siege on the Gaza Strip and its settlements in Jerusalem and the West Bank. This demands of us the continuation of the resistance. The resistance has many means such as the peaceful popular resistance to the occupation, settlements and the separation wall…” [WAFA (Palestinian News Agency), May 14, 2012]
Member of the Fatah Central Committee, Azzam Al-Ahmad: “We are dealing with an occupation that insists on denying our right to an independent state, and therefore all options are available to us. We are prepared to return to the armed struggle, the approach that has not been abandoned by the PLO since the start of its activity in 1965… We refuse for our rifle to be hired out to any [other] party, whether it be the USA or Iran, because our weapon is national [property], and it has a single aim: the defeat of the occupation, the establishment of an independent state with Jerusalem as its capital, and the return of the refugees.' He said, 'At this stage, we emphasize that all the forces… have agreed to non-violent popular resistance at the present stage.'" [Al-Hayat Al-Jadida, 23.4.2012]
Mother of Hakim Awad: "I thank you for connecting me with my son…My greetings to dear Hakim, the apple of my eye, from the village of Awarta, 17 years old, who carried out the operation in Itamar (i.e., killing of 5 Fogel family members among them a 3 months old baby)..." Aunt of Hakim Awad: “…and to my nephew Hakim Awad, the hero, the legend." Host: "We [PA TV], for our part, also convey our greetings to them." Aunt of Hakim Awad: "I dedicate this song to Hassan Awad, Yazid Awad, Hakim Awad, and Salah Awad, in prison: “My brother, in solitary confinement, your voice calls to me/ You dare not throw down the rifle/ That is what the homeland asked of me/ In your eyes, we are all self-sacrificing fighters/ I convey greetings to the sound of the bullets of Ahmad Sa'adat and Hakim Awad.'" [WAFA (Palestinian News Agency), March 10, 2012] On March 8, 2012, two Palestinian terrorists attacked an Israeli soldier in Hebron and stabbed him with a knife. Despite his wounds, the soldier managed to shoot both terrorists, one of whom was killed while the other was injured. PA Chair Abbas sent a telegram of condolence to the Abu Aram family in Hebron two days later: “I was greatly saddened by the announcement of Martyrdom death of your courageous son Zakariya Jamal Abu Aram, who was assassinated by the occupation army. The inculcation of messages composed of these three elements begins at a very young age, and is part and parcel of all stages of the PA education system.

Story in magazine of the PA Education Ministry: When we will be ready and equipped like the Israelis, then we shall return to Haifa (El-Mesira, June 2012 (Issue 79), p. 18): “After the 2 nd grade teacher read the Arabic Language lesson entitled "a journey to Haifa", Ahmed was amazed and asked: "Teacher, why does the school not take us on a trip to visit Haifa? We always go to Jericho, Ramallah or Tulkarem. From the moment that you begin to read us the story I am thinking about beautiful Haifa." The teacher sat in silence for a few minutes and then said "It is the Occupation." Ahmed: "What is the Occupation?" Teacher:" It is a group of people that attacked our land, scared the people, killed some of them and exiled them from the place where they lived." Ahmed: "Why didn't the people defend themselves?“ (continued…)
Teacher: "They tried to with force, but the 'Israelis' were better equipped and better trained. One day we shall certainly return to our land, my students." Ahmed: "Do you know when we will return our land to ourselves-“ The teacher smiled and asked: "When, Ahmed?" Ahmed: "When we will be equipped and ready like they are.””
‘Our Beautiful Language’ textbook for 5 th grade, (2010), part A, p. 50 We are returning “Returning, returning, we are returning The borders will never be [final] Nor fortresses nor strongholds Cry out displaced people!... We are returning to the homes, the shores and the hills Under the banners of glory, Jihad and struggle With blood and willingness to risk life… To Jihad on the hilltop”

Zayzafuna, the PLO-sponsored and PA-funded children’s magazine presents Hitler as a role model In its Feb. 2011 issue the children’s magazine Zayzafuna published an essay by a girl who describes a dream in which she meets four prominent figures who are presented as role models. They are the 9th-century mathematician Al-Khwarizmi; the Egyptian author Naguib Mahfouz; the 12 th -century conqueror Saladin, and Adolf Hitler. Excerpt: "... and suddenly I saw four white doors in front of me… I opened the first door…I asked him, 'Who are you?' He said, 'I am Al-Khwarizmi.' I said: 'You're the one who invented mathematics and arithmetic?'...I turned to the next door; there Hitler awaited me. I said, 'You're the one who killed the Jews?' He said: 'Yes. I killed them so you would all know that they are a nation which spreads destruction all over the world. And what I ask of you is to be resilient and patient, concerning the suffering that Palestine is experiencing at their hands.' I said: 'Thanks for the advice.‘”

Where is your courage, Saladin (Muslim conqueror)?... Where is my weapon? I found it - a stone. I took it and threw it at the enemies of destiny... They challenge us with the White House, and we challenge them with the [Islamic] awakening and the Kaaba [in Mecca]. They aren't stronger than Khosrau and Caesar (rulers of Persian and Byzantine Empires). They [Christians and Jews] are inferior and smaller, more cowardly and despised. They are remnants of the crusaders and Khaibar (i.e., Jewish village destroyed by Muslims in 629)...” [PA TV, May 11 and June 2, 2012]. The objective is to use the index as a professional and transparent tool to methodically track the levels of incitement and ‘peace culture’ development by the Palestinian Authority, in order to encourage it to advance a culture of peace
The index tracks and evaluates statements of PA leaders, and PA-sponsored school textbooks, media outlets, internet forums, basic documents, religious sermons and more. The index distinguishes between four types of peace culture building and incitement: Explicit incitement to violence and terror; Encouragement of an atmosphere of violence and terror; Incitement to hatred and demonization; Preparation of the public for peace or for the continuation of conflict.
In each of the four dimensions, the level of incitement is evaluated within eight categories: Chairman of the PA PA and Fatah Officials Official core documents of the PA Education Religious messages Media Internet Culture and other
The numerical value in each category is determined by a range of factors including quantity and quality of examples, seniority or importance of source and the degree of PA involvement, as based on the assessment of the index authors.
A professional team located within the Ministry of Strategic Affairs, in consultation with representatives of the relevant security bodies and other organizations. The index is conducted with full transparency on a quarterly basis. 11 indexes have been prepared to date.

The PA’s efforts to inculcate their core narrative are carried out in a systematic and thorough manner. This indoctrination is directed at the Palestinian public in general and at Palestinian youth in particular. The Palestinians in no way see themselves as bound by agreements with Israel which require all outstanding issues to be resolved through negotiations only. All forms of ‘resistance’ remain legitimate (even if there are those that are less expedient at a given moment.) The encouragement of an atmosphere supportive of violence, the demonization of Israelis and Jews, and the non-creation of a culture of peace result in an ethos that perpetuates the struggle by glorifying values antithetical to peace. This is the primary obstacle to peace
