The Palestinian Authority: Perpetuating the Conflict Through Incitement to Hate, Promotion of an Ethos of Violence an Struggle, and Non-development of a Culture of Peace
Incitement and non-development of a culture of peace are actions and messages whose purpose is to: Develop an ethos of violence, struggle or enmity towards Israel and the Jewish people Demonize Israel or the Jewish people Negate the principle of peace Deny the basic rights of the Jewish people These actions and messages are in our opinion the primary obstacle to peace
We do not consider as incitement and non-development of a culture of peace actions and messages which reflect the Palestinian leadership’s political positions regarding issues to be negotiated between Israel and the PLO.
The central message of PA institutions, media and officials reflects the Palestinian narrative, which is composed of three central components: 1.Cultivating the belief that all of ‘Historic Palestine’ (from the Mediterranean to the Jordan River) will return to Palestinian control, and denial of Israel’s right to exist as a state, let alone as the nation-state of the Jewish people. 2.Demonization and dehumanization of ‘the Zionists’- Zionist Jews in general and Israelis in particular.
3. All forms of struggle- including terrorist attacks-are legitimate in principle. The decision as to which form to employ is made according to the circumstances. Agreements with Israel do not negate the legitimacy of the struggle.
Examples of the First Component Cultivating the belief that all of ‘Historic Palestine’ (from the Mediterranean to the Jordan River) will return to Palestinian control, and denial of Israel’s right to exist as a state, let alone as the nation-state of the Jewish people.

In spite of the Palestinian claim that the articles contradicting the Oslo agreements were removed from the Palestinian National Charter in 1998, the original 1968 charter still appears in full on many PLO websites with no mention of any subsequent modifications. Article 2: Palestine, with the boundaries it had during the British Mandate, is an indivisible territorial unit. Article 15: The liberation of Palestine, from an Arab viewpoint, is a national (qawmi) duty and it attempts to repel the Zionist and imperialist aggression against the Arab homeland, and aims at the elimination of Zionism in Palestine.

The following is an article about Jibril Rajoub's letter of appreciation to the president of the International Olympic Committee, Jacques Rogge: The letter "expressed appreciation for [Rogge's] position, who opposed the Israeli position, which demanded a moment's silence at the opening ceremony of the Olympic Games in London”. Iran’s Vice President Mohammad-Reza Rahimi: “The Islamic Republic of Iran will pay for anybody who can research and find one single Zionist who is an addict. They do not exist. On Dec. 2, 2011 Abbas met in Turkey with the released terrorist Amna Muna, who was involved in the kidnapping and murder of a 16-year old Israeli boy. In 2001 Muna lured Israeli teenager Ofir Rahum into meeting her in Jerusalem and then drove him to an area near Ramallah where her co-conspirators shot him 15 times. [WAFA (Palestinian News Agency), March 10, 2012] On March 8, 2012, two Palestinian terrorists attacked an Israeli soldier in Hebron and stabbed him with a knife. Despite his wounds, the soldier managed to shoot both terrorists, one of whom was killed while the other was injured. PA Chair Abbas sent a telegram of condolence to the Abu Aram family in Hebron two days later: “I was greatly saddened by the announcement of Martyrdom death of your courageous son Zakariya Jamal Abu Aram, who was assassinated by the occupation army. Zayzafuna, the PLO-sponsored and PA-funded children’s magazine presents Hitler as a role model In its Feb issue the children’s magazine Zayzafuna published an essay by a girl who describes a dream in which she meets four prominent figures who are presented as role models. They are the 9th-century mathematician Al-Khwarizmi; the Egyptian author Naguib Mahfouz; the 12 th -century conqueror Saladin, and Adolf Hitler. Excerpt: "... and suddenly I saw four white doors in front of me… I opened the first door…I asked him, 'Who are you?' He said, 'I am Al-Khwarizmi.' I said: 'You're the one who invented mathematics and arithmetic?'...I turned to the next door; there Hitler awaited me. I said, 'You're the one who killed the Jews?' He said: 'Yes. I killed them so you would all know that they are a nation which spreads destruction all over the world. And what I ask of you is to be resilient and patient, concerning the suffering that Palestine is experiencing at their hands.' I said: 'Thanks for the advice.‘”

The index tracks and evaluates statements of PA leaders, and PA-sponsored school textbooks, media outlets, internet forums, basic documents, religious sermons and more. The index distinguishes between four types of peace culture building and incitement: Explicit incitement to violence and terror; Encouragement of an atmosphere of violence and terror; Incitement to hatred and demonization; Preparation of the public for peace or for the continuation of conflict.

The numerical value in each category is determined by a range of factors including quantity and quality of examples, seniority or importance of source and the degree of PA involvement, as based on the assessment of the index authors.
A professional team located within the Ministry of Strategic Affairs, in consultation with representatives of the relevant security bodies and other organizations. The index is conducted with full transparency on a quarterly basis. 11 indexes have been prepared to date.

The PA’s efforts to inculcate their core narrative are carried out in a systematic and thorough manner. This indoctrination is directed at the Palestinian public in general and at Palestinian youth in particular. The Palestinians in no way see themselves as bound by agreements with Israel which require all outstanding issues to be resolved through negotiations only. All forms of ‘resistance’ remain legitimate (even if there are those that are less expedient at a given moment.) The encouragement of an atmosphere supportive of violence, the demonization of Israelis and Jews, and the non-creation of a culture of peace result in an ethos that perpetuates the struggle by glorifying values antithetical to peace. This is the primary obstacle to peace
