73 Rule Change:4-19-3d Intentional foul “Excessive contact with an opponent while the ball is alive or until airborne returns to the floor.” Should reduce subjectivity/interpretation in making rulings on intentional fouls. Should address the issue of contact with the elbow. Do not get stuck on the definition of “intent”.

74 Rule Change:9-1-4  Players in marked lane spaces will be able to move into the lane when the ball is released by the free throw shooter.  NFHS changes it back to what it was ?? years ago.  Simplified coverage – Officials will no longer have to watch players and the ball hit the ring backboard at the same time.

75 Rule Change: Foul: Placing two hands on the ball handler / dribbler. Allowing ball handler / dribbler total freedom of movement. Similar to NCAA Women’s Rule

76 Rule Change:  Foul: Placing an extended arm bar on the handler / dribbler.

77 Rule Change:  Foul: Placing and keeping a hand on the player.

78 Rule Change:  Foul: Contacting the player more than once with the same hand or alternating hands.

79 Rule Change: Intent: Eliminate excessive contact on ball-handlers and dribblers outside of the Iane area. Similar to NCAA Women’s Basketball Rules / Mechanics of a “Hot Stove Touch”. Challenges: Train officials and implement with fidelity and consistency. Educate coaches and players to the new rules. Avoid falling into the “Let Them Play” trap. Start from the first game of the preseason.
